Good morning, Ms. Shumway,
I am presenting my concerns to you regarding the safety of the recent parking and pedestrian
area on the corner of Superior Ave and Hwy 101 in Newport Beach. I understand that in the
day time this might be a fairly inviting recreational space for community members and
visitors, alike. At night, however, the parking lot and seating area near the entrance to the
bridge lack adequate lighting. Furthermore, the entrance to the parking lot is quite hidden, also
rendering the location less accessible. With that being said, the most notable safety hazard
about the location of this open space lookout point, is that Superior Ave curves slightly below
the parking lot and Hwy 101, while being a heavily trafficked boulevard, is far below the
parking lot. There are no cameras in that parking lot and the noise of the cars passing by
drowns out a lot of sound coming from that lookout, which is located further above the busy
road below. Please Ms. Shumway, would I be able to ask you to ask Mayor Stapleton to
collaborate with the Newport Beach Police Department to at least install one of those 24 hour
monitoring systems in the parking lot, or some other form of CCTV? I'm not exactly sure how
monitoring systems work, but I would like other women to feel safer there at night.

Before the Ensign renovation, most parent drop-offs and pick-ups occurred in areas across the
street from the school, creating an elevated risk of pedestrian collisions. Students were being
knocked down by vehicles in Irvine Ave, and overall traffic circulation was poor.
Since the renovation, circulation on and around campus has improved significantly. The
majority of parent drop-offs now occur on or adjacent to campus. At dismissal, 100% of the
designated drop-off/pick-up area (shown in red in Figure below) is consistently filled.
There remains a shortage of designated drop-off space, which continues to force some
parents to load and unload vehicles in nearby residential neighborhoods across the street
from the school. To address this issue, we are requesting that the area marked in yellow on
Coral Street in the Figure be formally designated as drop-off space. This recommendation is
not new —the 2018 Kimley-Horn traffic study explicitly advised that this area be allocated for
parent drop-off and pick-up.
Adding this space would not negatively affect circulation. In fact, parents already attempt to
use this area whenever it happens to be available. Formally designating it as drop-off space
would reduce congestion on Cliff Drive, and —most importantly —enhance pedestrian safety
by reducing the number of students crossing the street at arrival and departure.
For these reasons, we request that the yellow area in Figure 1 be officially allocated for school
drop-off and pick-up.
