City Council
• On October 2, 2025, the Newport Beach Stewardship
Association submitted an initiative/referendum petition, titled
the Responsible Housing Initiative
•Initiative - Proposing amendment to the City's
General Plan
Land Use Element to facilitate the development of 2,900
affordable housing units, reserved exclusively for extremely
low-, very -low, low-, and moderate -income households.

*On November 5, 2025, the Orange County Registrar of Voters
confirmed that the petition contained the required number of
valid signatures of City electors to qualify the referendum for an
election and certified the results.
Council Action:
1.) Accept the certification of the Orange County Registrar of
Voters as to the verification of signatures of the Responsible
Housing Initiative

1. Request a report on the effects of the proposed Initiative prior to
taking further action, as permitted by law;
2. Adopt the proposed initiative as submitted by N BSA, without
amendment;
3. Submit the initiative to the voters at either:
a. The next General Municipal Election - November 3, 2026, or
b. A Special Election ordered for that purpose, to be held not less
than 88 days after the order or more than 103 days.

• The report shall be presented to the City Council no later than
30 days after petition is certified to sufficiency.
• The report will be presented to the Council at the next regular
City Council meeting scheduled for December 9, 2025.
• Following receipt of the report, the City Council will decide
whether to adopt the ordinance or submit the initiative
measure to a vote by the electorate of the City.

If the City Council adopts the proposed initiative, or if a
majority of voters approve it at election, the adopted
measure cannot be amended or repealed except by a vote
of the people
