Environmental Review Negative Declaration
Hoag Hospital Emergency Heliport
1. Proposed Project: The proposed project consists of the
construction and operation of an emergency Heliport for
the delivery of persons suffering from critical illnesses
or injuries and the delivery of emergency medical supplies
to Hoag Memorial Hospital Presbyterian. The use of this
facility will be limited to emergency landings and will be
on an "as needed" basis. I•t is estimated that there will
be between ten and fifteen flights per year.
2. Location: The proposed project is located adjacent to the
Emergency Room at Hoag Memorial Hospital which is generally
located north of Pacific Coast Highway and west of Newport
Boulevard.
3, Inital Study: An initial study has been conducted by the
staff of the Department of Community Development, City of
Newport Beach. This background information is available
at the Department of Community Development, City of
Newport Beach, 3300 Newport Boulevard, Newport Beach, CA.

4. Discussion of Environmental Impacts
A. Approach & Departure Routes. The approach and departure
routes will be from and to the east towards the intersection
of Hospital Road and Newport Boulevard. This will minimize
any impacts on adjacent residential developments. These
routes have been approved by the F.A.A. and the Police
Department.
B. Noise. The limited number of flights and the approach
routes will minimize any noise impacts.
C. Safety.' There will be no fueling or repair facilities at
this location. Specific fire provisions are being made
for handling any potential accidents at the site. The
structure has been adequately designed to handle the police
helicopters, and other craft will be limited to 5000 lbs.

5. Basis for Negative Declaration: The proposed project has been
reviewed in conjunction with Sections 15081, 15082, and 15083,
Chapter 3 -- Guidelines for Implementation of the California
Environmental Quality Act of 1970, Division 6, Title 14,
California Administrative Code. The project is not in conflict
with the environmental goals and plans of the community; it
does not have any aesthetic effects; it does not effect animal
or plant life; and it does not affect the air quality, water
quality, and the ambient noise levels of the adjoining areas.
Review of the criteria set forth in the above noted sections
indicates that the proposed project will not have a significant
environmental impact.

Negative Declaration
Construction and Operation of an
Emergency Heliport at Hoag Hospital
1. Location: The proposed project is located adjacent to the
Emergency Room at Hoag Memorial Hospital in the City of
Newport Beach.
2. Purpose of Project: This project is intented to provide an
emergency Heliport for the delivery of persons suffering from
critical illnesses or injuries to Hoag Hospital. The use of
this facility will be on•an as needed basis and the number of
landings will be minimal (Ten to twelve per year).
3. Discussion of Environmental Impacts
A. Approach & Departure Routes. The approach and departure
routes will be from & to the East towards the intersection
of Hospital Road & Newport Blvd. This will minimize any
