LOCATION Block 9, East Newport, is located on the Balboa Peninsula in the City of Newport Beach,.half the length of the Peninsula from the Pacific Coast High- way. Block 9 is adjacent to the ocean front and two blocks from lower Newport Bay. This major alley in Block 9 is parallel to the ocean front. In addition, there are two shorter alleys perpendicular to the ocean front. The alleys are the only means of vehicular access to homes facing the ocean front. II. DESCRIPTION OF THE PROJECT The proposed project consists of paving existing unpaved alleys, and the re- construction of two existing concrete alley approaches. The pavement will be 6-inch thick portland cement concrete pavement. The project was initiated by a petition from concerned property owners. The procedure being used is found in Chapter 27 of the Improvement Act of 1911. The cost of the project will be borne by the property owners. III. PURPOSE OF THE PROJECT The purposes of the project are to: a. Eliminate dust and mud from the alley. b. Provide a smoother driving surface. c. Raise the value of adjacent property by improving the appearance of the alley. IV. DISCUSSION OF ENVIRONMENTAL IMPACT A. Land Resources Pavement constructed by the project will be built on land already used as an alley. No additional land will be required. B. Human Resources There will be no harmful effects on human resources caused by the project since the proposed work is within the right-of-way of an existing, unpaved alley. No relocation of residences will be necessary. C. Air Resources This project will not increase or decrease the total volume of vehicle emissions in this air quality region. Hard surface pavement will reduce the amount of dust raised by passing vehicles. Dust control procedures will be used during construction. D. Flooding, Erosion, and Siltation The terrain in the project area is very flat. Three streets adjoining Block 9 are paved. The ocean front beach forms the fourth side of the Block. There is a 32-feet wide concrete sidewalk along the ocean front adjacent to the pri- vate homes. There will be no change in the possibility of flooding, erosion, or siltation of Newport Bay,as a result of paving the alley. E. Groundwater There are no water aquifers in the area of the project. F. Noise Level Construction of the project will not alter the ambient noise levels for the surrounding area, since no new additional volume of traffic in the alley is expected. During construction, noise levels may rise due to necessary construction operations. Working hours will be limited to create the minimum of dis- turbance to neighboring residents. The operations will cease upon comple- tion of the project. G. Vegetation and Animal Life There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. The block is completely developed. H. Short -Term Impacts The only short-term impacts anticipated are those associated with construc- tion. They are items such as noise and inconvenience during construction. These impacts do not have a significant effect on the environment. I. Summary The project does not appear to have a significant effect on the environment. ye • V. BASIS FOR NEGATIVE DECLARATION The proposed project has been reviewed in 15082 of Article 7, Chapter 3 (Guidelines Environmental Quality Act of 1970), Title trative Code. conjunction with Sections 15081 and for Implementation of the California 14, Division 6 of California Adminis- Comparison with the criteria set forth in the above sections indicates that the proposed project will not have a significant environmental impact.
