Description of Nature, Purpose, and Beneficiaries of Project: The project will consist of
remodeling an existing public restroom building. Remodeling will take place within the
existing building. The building footprint, size, height, bulk, and profile will not be
changed. The project will consist of removing all fittings, fixtures, and plumbing, and
installing new fittings, fixtures, and plumbing. New skylights and roofing will be installed.
Ceramic tile will be installed on the floors and to the full height of the interior walls.
The exterior and interior of the building will be painted. Broken sidewalk around the building
will be replaced.

NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The project is located on the ocean front beach imme-
diately eastward of an existing public restroom that is located easterly at
the landward end of the Balboa Peninsula in Newport Beach, California.
2. PROJECT DESCRIPTION: The project consists of constructing a new public
restroom of 800 square feet containing nine unisex restrooms, each opening
to the outside, including one for handicapped people; plus five individual
unisex changing rooms. The building will be surrounded by landscaped patio.
Three outdoor showers will be provided outside facing the ocean.
After the new facility is in operation, the existing public restroom build-
ing will be demolished, and a pedestrian ramp constructed to connect the
pier with the new public restroom.
The existing restroom contains approximately 600 square feet with 6 women's
toilets, 3 men's toilets, a urinal, and 3 outdoor showers facing the ocean.
3. PROJECT GOALS: The project will replace an existing deteriorated public
restroom with a new public restroom with an equivalent number of facilities
using the same type of facilities recently constructed at the Huntington
Beach State Park.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrever-
sible or irretrievable effects on the environment. There will be minimal,
acceptable short-term disturbances caused by construction activity.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the
General Plan of the City of Newport Beach and could not have a significant
effect on the environment.
6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has
prepared the Negative Declaration and its Initial Study in accordance with
Article 7, Chapter 3, Guidelines for Implementation of the California
Environmental Quality Act of 1970. Copies of the Initial Study may be
obtained from the Public Works Department during normal business hours.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the project for replacing the
public restroom at the Balboa Pier has been performed. The review was conduc-
ted in accordance with the requirements of the California Environmental Quality
Act of 1970, the State "Guidelines for Implementation of the California
Environmental Quality Act of 1970," and the City's "Policies and Procedures for
Implementing the California Environmental Quality Act."
The environmental statement has been reviewed and was approved by City's
Environmental Affairs Committee.
As a result of the preliminary review, i+ has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An environmental impact report has not been prepared. A Negative
Declaration has been prepared and is attached hereto.
