The Public Works Department will supply the Committee with any additional information which may be required to make findings and recommendations in this matter. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environmental Quality Act ". d. The environmental statement has been reviewed and was approved 'by the City's Environmental Affairs Committee. As a result of the preliminary review, i-t has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Public Works Department AIM:rb Att. • • •anuary 20, 1982 19TH STREET REST ROOM AND CLASSROOM BUILDING CONTRACT NO. 2312 ' NEGATIVE DECLARATION • BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: This project is located on 19th Street on the Balboa Peninsula, adjacent to the bayfront public beach located northerly of West Bay Avenue. The project will be built on the site of an existing dilapidated public rest room and storage building. 2. PROJECT DESCRIPTION: Demolish existing public rest room and storage building,. and construct new public restroomand classroom building. The existing building consists of approximately 400 square feet of enclosed floor space. ••Proposed build- ing contains approximately 912 square feet of enclosed floor space. The existing site improvements will be utilized. Overhead utilities will be placed underground. Parking will be provided in the existing metered public parking lot along West Bay Avenue. 3. PROJECT GOALS: To replace a dilapidated public rest room, and to provide a minimum facility in which the City's Recreation Division can store small boats and conduct sailing lessons. 4. EFFECT ON THE ENVIRONMENT: •There will be no significant long-term irreversible on irretrievable effects on the environment. There will be minimal, acceptable short-term disturbances caused by construction activity.— 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan of the City of Newport Beach and could not have a significant effect on the environ- ment. 6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has • prepared the Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970. Copies of the Initial Study may be obtained from the Public Works Department during normal business hours.• Ben B. Nolan Public Works Director
