ENVIRONMENTAL IMPACT STATEMENT
NEGATIVE DECLARATION
PROPOSED PROJECT TO IMPROVE THE ALLEY
IN BLOCK 331, LANCASTER'S ADDITION
AUGUST 1975
I. LOCATION
This alley is located on the Balboa Peninsula in the City of Newport Beach.
Block 331, Lancaster's Addition, is the City block bounded by 30th Street,
31st Street, Villa Way and Newport Boulevard.
II. DESCRIPTION OF THE PROJECT
The proposed project consists of paving an existing unpaved alley, and the re-
construction of one existing concrete alley approach. The pavement will be
6-inch thick portland cement concrete pavement, 465 feet long by 14 feet in
width.
The project was initiated by a petition from concerned property owners. The
procedure being used is found in Chapter 27 of the Improvement Act of 1911.
The cost of the project will be borne by the property owners.
III. PURPOSE OF THE PROJECT
The purposes of the project are to:
a. Eliminate dust and thud from the alley.
b. Provide a smoother driving surface.
c. Raise the value of adjacent property by improving the appearance
of the alley.
TV. DISCUSSION OF ENVIRONMENTAL IMPACT
A. Land Resources
Pavement constructed by the project will be built on land already used as
an alley. No additional land will be required.
B. Human Resources
There will be no harmful effects on human resources caused by the project
since the proposed work is within the right-of-way of an existing, unpaved
alley. No relocation of residences will be necessary.

C. Air Resources
This project will not increase or decrease the total volume of vehicle
M emissions in this air quality region. Hard surface pavement will reduce
the amount of dust raised by passing vehicles.
Dust control procedures will be used during construction.
D. Flooding, Erosion, and Siltation
The terrain in the project area is very flat. The streets adjoining these
alleys are paved. There will be no change in the possibility of flooding,
erosion, or siltation of Newport Bay as a result of paving the alley.
E. Groundwater
There are no water aquifers in the area of the project.
F. Noise Level
Construction of the project will not alter the ambient noise levels for the
surrounding area, since no new additional volume of traffic in the alley is
expected.
During construction, noise levels may rise due to necessary construction
operations. Working hours will be limited to create the minimum of dis-
turbance to neighboring residents. The operations will cease upon comple-
tion of the project.
G. Vegetation and Animal Life
There are no known rare or endangered species or habitats of such species
of animal or plant life within or adjacent to the project area.

ENVIRONMENTAL REVIEW --NOTICE: OF DETERMINATION
A preliminary environmental review of the proposed project for alley
improvements at the above locations in the City of Newport Beach has
been performed. The review was conducted to accordance with the.
requirements of the California Environmental Quality Act 'of 1970,
the State "Guidelines -for Implementation of the Califoir:ia Environ
mental Quality Act of 1970°-and the City's "Policies and Procedures
for Implementing the California Environmental Quality Act'.
The environmental statement has been reviewed and was approved by the
City's Environmental :affairs Committee.
As a result of the preliminary review, it has been determined that:
1 The preject is approved.
2 The project will not have a significant effect on the
environment.
An environmental impact report has not been prepared. A
Negative Declaration has been prepared and is attached
hereto.
