SUBJECT: 30TH STREET/NEWPORT BOULEVARD PARKING LOT
Attached for the Committee's review and comment are drafts
of the notice of determination, the E.I.R. negative declaration, and
the environmental fact sheet for the subject improvements.
The Public Works Department will supply the Committee with
any additional information which may be required to make findings and
recommendations in this matter.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION

A preliminary environmental review of the proposed project for
the 30th Street/Newport Boulevard Parking Lot has been performed. The
review was conducted in accordance with the requirements of the California
Environmental Quality Act of 1970, the State "Guidelines for Implementa-
tion of the California Environmental Quality Act of 1970", and the City's
"Policies and Procedures for Implementing the California Environmental
Quality Act".
The environmental statement has been reviewed and was approved by
the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An environmental impact report has not been prepared.
A negative declaration has been prepared'and is attached
hereto.

1. PROJECT'LOCATION: The project site is along the south side of.
Newport Boulevard between 29th Street and 30th Street.
2. PROJECT DESCRIPTION: The project includes demolition and removal
of concrete block and wooden screen wal-is and encroaching private
improvements along the southerly property line of the site; grading
and compaction of on -site soil; placement of asphalt pavement to
provide parking for approximately 25 automobiles; construction of con-
crete block screen walls along the southerly property line of the
site; and construction of sidewalks, a driveway approach and land-
scaping along the 30th Street and Newport Boulevard property lines
of the site.
3. PROJECT GOALS: The primary goal of the project is to create addi-
tional vehicular parking for users of the beach. Additionally,
the project's landscaping beautifies the site, which is located in
a commercial -residential portion of Balboa Peninsula:
4. EFFECT "ON'THE 'ENVIRONMENT: There will be no significant, long-term
irreversible or irretrievable effect on the environment.
5. "BASIS FOR NEGATIVE DECLARATION: This project is consistent with
the General Plan of the City of Newport Beach and could not have a
significant effect on the environment.
6. 'INITIAL STUDY: The City of Newport Beach Public Works Department
has prepared this Negative Declaration and its Initial Study in
accordance with Article 7, Chapter 3, Guidelines for Implementation
'of the California Environmental Quality Act of 1970. Copies of the
Initial Study may be obtained from said department during normal
business hours. •

A. CONFORMANCE WITH GENERAL PLAN
This project conforms with the Newport Beach General Plan, in
particular the "Land Use Element" and the "Recreation and Open
Space Element." �•
B. ENVIRONMENTAL CHECKLIST FORM
The attached Environmental Checklist Form has been completed as a
portion of this study. The following statements, referenced to
questions presented on the form, explain all "yes" and "maybe"
answers:
II. 1.b Existing soil on the unimproved parking lot site will
be regraded and compacted, and the excess material
hauled away. Except for landscape areas, the site will
then be covered with asphalt concrete pavement.
II.I.c Grading for the parking lot improvement may result in
slight changes in surface relief features.
II.3.b The rate and amount of surface runoff from the parking
lot site will increase since the unimproved site may
accept infiltration and the proposed parking lot will
not.
II.13.b Completion of the proposed parking lot will lessen the
scarcity of public parking and ease the demand for new
parking facilities.
