Negative Declaration Statement
1. Location - The Balboa Inn is located on lots 12 through 16,
Block 10, and a portion of Block D, Balboa Tract, East
side addition located at 105 Main Street, northerly and south-
erly at East Ocean Front, on the west side of Main Street
on the Balboa Peninsula.
2. Zoning - The two parcels of the property are presently
zoned C-1-2 and Unclassified.

- The Balboa Inn is a Spanish Colonial
was constructed in 1930. The project
is to restore and remodel the present
buildings to as near their original condition as possible,
including extensive structural rehabilitation. No area in-
crease will occur.
4. Building Uses - The proposed uses of the building will be
the same as they historically have been. The ground floor
will continue to be commercial including a proposed Mexican
restaurant where one use to exist. The upper floors will
remain residential. The recreation building adjacent to the
pool area will be used as the cocktail lounge for the res-
taurant. As shown in the accompanying aerial photograph,
this building is well buffered and separated from the beach
area by the parking lot. The intended uses are in conformance
with the general plan.

Parking: There will be an intensification of the use of
the property as explained in the Use Permit. However,
a parking agreement presently exists for the property with
the City of Newport Beach which accommodates almost
all the needs for the building. The intensification will only
occur because of the proposed restaurant use and it is
felt that a new parking agreement should be written to
accommodate this need. The restaurant operation, being _
a dinner business only, will present no burden on the
existing municipal lot which presently accommodates 552
cars.
Public Uses: The public walks and streets adjacent to
the property will in no way be affected or limited because
of the intended uses.

c. Aesthetic Impact: Because of the intended remodelling
to the present recreation building (exhibit accompanying)
Use Permit) the restoration and rehabilitation of the other
buildings, there will be a positive visual effect, from the
adjacent public and private areas. The restoration process
of this building will continue the village characteristics
intended for the older areas by the City of Newport Beach.
