The Public Works Department will supply the Committee with any additional information which may be required to make findings and recommendations in this matter. CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT RECONSTRUCT STORM DRAIN AT 500 VIA LIDO NORD 1980 ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the proposed project for the reconstruction of the storm drain at 500 Via Lido Nord has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. A negative declaration has been prepared and is attached hereto. Benjamin B. Nolan Public Works Director IM:jd Att. 2-4-80 RECONSTRUCT STORM DRAIN AT 500 VIA LIDO NORD (C-2149) NEGATIVE DECLARATION BY . CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION This Lido Isle storm drain lies within a 10-foot-wide public easement beginning at Via Lido Nord and extending northward to the south U.S. Bulkhead Line of Lido Channel. 2. PROJECT DESCRIPTION A 4-foot-wide concrete walkway covering the storm drain must be removed and reconstructed in its entirety to permit replacement of 160 linear feet of storm drain pipe. Also, the concrete storm drain catch basin on the north side of Via Lido Nord at the easement will be replaced with a catch basin of greater capacity. 3. PROJECT GOALS ' 4 The project provides for adequate control of rainstorm water such that (1) adjoining residences are not flooded and (2) the public beach sand is not eroded by storm drain overflow surface water. 4. EFFECT ON THE ENVIRONMENT There will be no significant, long-term irreversible or irretrievable effects on the environment. There will be minimal, acceptable short- term effects on the environment during construction. 5. BASIS FOR NEGATIVE DECLARATION This project is consistent with the General Plan policies of Newport Beach and could not have significant effect on the environment. 6. INITIAL STUDY The Public Works Department of the City of Newport Beach has prepared an initial study in accordance with Sections 15081 and 15082 of Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970, Title 14, Division 6 of the California Administrative Code. CONFORMANCE WITH THE GENERAL PLAN The project is in accord with the General Plan of the City of Newport Beach, in particular the "Recreation and Open Space Element" and the "Conservation of Natural Resources Element." B. EARTH At present, runoff from moderate rainstorms exceeds storm drain capacity. The excess runoff then overcrests the catch basin curb, flows down the concrete walkway adjacent to 500 Via Lido Nord and erodes a substantial portion of public beach. This project should eliminate the erosion of beach sands caused by storm drain overflow. C. WATER In addition to the uncontrolled walkway flow, excess runoff from moderate rainstorms also floods adjoining private property and streets. The storm drain reconstruction will eliminate this flood storage, and will provide a rapid, controlled course of storm flow into Lido Channel. D. Environmental Checklist An environmental checklist has been completed as a portion of this study.
