CA A2.02 FROM: Planning Department City of Newport Beach 3300 Newport Boulevard Newport Beach, CA 92663 NAME OF PROJECT: Spa Maker's of Newport Beach PROJECT LOCATION: 600 West Coast Highway, Newport Beach PROJECT DESCRIPTION: The applicant requests approval of a use permit to allow the outdoor display of portable spa units. The site contains approximately 30,000 sq.ft. The applicant wishes 2,916 sq.ft. for outdoor sales and display; 1,288 sq.ft. for indoor commercial use; and associated parking, landscaping, and signs. Any potential outdoor lighting on the site should be designed in such a manngAd certified by an Electrical Engineer to eliminate the potential of gr a and ambient light to adjacent public roadway, residential communities, and/or private businesses. 2. On -site parking spaces shall be provided and property marked as set forth in Section 20.30.030 of the Zoning Code. 3. The applicants should provide for weekly vacuum sweeping of all paved parking areas and drives. 4. A landscape and irrigation plan should be prepared by a licensed landscape architect. The landscape plan will include the following: (a) an irrigation plan which minimizes water use and prevents over -watering. (b) heavy emphasis on the use of drought -resistant native vegetation. (c) a maintenance program for the control of the use of fertilizers and pesticides. (d) a plan for the integration of landscaping and construction schedule. 5. The applicants should provide for the sorting of recyclable material from other solid waste. 6. The proposal should investigate the use of alternative energy sources (i.e. solar) and to the maximum extent economically feasible incorporate the use of said in on -site heating of any displayed spas. 7. The applicants should provide information concerning the use of alternative energy sources (i.e. solar) by private citizens for the spas. 8. Any construction on the site should be done in accordance with the height restriction regulations of the City. The restrictions of said should apply to any landscape materials, signs, flags, etc., as well as structures. 9, In order to assure compatibility with adjacent uses and the residential community, lighted project signs should be consistent with the existing City Sign Ordinance. 10, All deliveries to and from the project site should be made through the off-street parking area and not through the fire exit. 11. The proposed outdoor display area should be endorsed with a fencing material for purposes of security and aesthetics on all sides.
