AND
INITIAL STUDY
FOR
PROPOSED CONSTRUCTION OF BRANCH LIBRARY
SEPTEMBER, 1976
The proposed library is located within a major office and cultural development
for which a EIR Was prepared and certified as complete. In order to facilitate
the review of the proposed library, the following information pertaining spec-
ifically to the library has been excerpted from the EIR for the Civic Plaza
development:
1. Primary Users. The proposed library will serve existing and future
residents in the City. No developments are expected to locate in
the area as a result of the construction of the library.
2. Area Description. The proposed project will be located within Civic
Plaza which will contain cultural facilities and office buildings.
The adjacent development to the east and south is Newport Center,
a regional shopping and office complex. To the west is a future
residential development, and to the north is an existing residential
development.
The proposed library will be a single story building containing
10,000 square feet. Future development in the Civic Plaza develop-
ment will be low rise office buildings.
3. Air Quality. The construction of the proposed library will help to
decrease VMT by providing a facility in close proximity to a large
number of residents who currently drive to more distant libraries.
This will decrease total emissions in the Newport Beach area.
4. Water Quality. This project will have no significant effect on water
quality.
5. Solid Waste Management. This project will have no significant effect
on solid waste management.
6. Transportation. This project will have no significant effect on
local circulation or transportation systems. Civic Plaza is located
near two arterial streets, and the Newport Center area is served by
the Orange County Transit District.
7. Noise. This project will not create any undue noise nor will it be
affected by any existing noise sources.
8. Historical Archeological Properties. The proposed site was completely
surveyed in conjunction with the preparation of the EIR for Civic
Plaza. No Historical Archeological resources exist on the site.

9. Wildlife and Endangered Species. With the exception of common
species of -rodents and a limited number of birds, no wildlife exists
on the site. No rare or endangered species exist on the site.
10. Energy, Energy to the site will be provided by the Southern
California Edison Company and by the Southern California Gas Company.
Both of these utility companies have indicated that they have the
ability to serve this site.
11. Construction. All construction activities will be controlled by the
laws and policies of the City of Newport Beach and no significant
adverse impacts are anticipated.
12. Public Reaction. A number of public hearings have been held within
the community dealing with the questions: (a) do we need a new
library; (b) if so, where should it be located; and (c) how large
should the facility be? The proposed project is a result of these
hearings and represents the consensus of the community.
13. Alternatives to the project. As noted above several public hearings
have been held on alternative locations and on alternative sizes.
This location and design will provide optimum service to a maximum
number of residents.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project for the
construction of a branch library in Newport Center has been completed.
The review was conducted in compliance with the requirements of the
California Environmental Quality Act of 1970, the State Guidelines for
Implementation of same, and the City's "Policies and Procedures for Im-
plementing the California Environmental Quality Act."
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An Environmental Impact Report 'has not been prepared. A
Negative Declaration has been prepared and is attached
hereto.

ON THE ENVIRONMENT
CONSTRUCTION OF BRANCH LIBRARY
SEPTEMBER, 1976
1. Project Description. The proposed project consists of the construction
of a new public library containing 10,000 square feet of floor area.
2. Project Location: The proposed project is located at 856 San Clemente
Drive, Newport Beach.
3. Purpose of Project. The purpose of this project is to provide a new
library facility to provide library service to the northeastern portion
of the City. At present there is no branch library in this area.
4. Discussion of Enviconmental Impacts. The proposed project is located
within a 26 acre development called "Civic Plaza" which will contain
various cultural facilities and commercial office buildings. A complete
Environmental Impact Report was prepared and certified for Civic Plaza.
The information contained in that EIR indicates that the proposed
library will not have any significant impacts on the environment. This
information is summarized in the attached Environment Assessment.
5. Finding. The proposed project will not have a significant impact on
the environment.
