Environmental Review - Negative Declaration
Construction and operation of
a Heliport in conjunction with
the existing Police facilities.
1. Location: The proposed Heliport will be constructed on the
roof of the existing Police facility located on the northeast
corner of Santa Barbara Drive and Jamboree Road.
2. Purpose of Project: The proposed Heliport will permit the
helicopter crew to attend daily briefing and training sessions
within the police facility, facilitate supervision of the
helicopter crew, and provide rapid access to the helicopter
by command personnel during emergencies or other critical
situations.
3 Initial Study: An initial study has been conducted by the
staff of the Department of Community Development, City of
Newport Beach. This background information is available
at the Department of Community Development, City of
Newport Beach, 3300 Newport Boulevard, Newport Beach, CA
92663.
4. Discussion of Environmental Impacts:
A. Approach and Departure Routes. The approach pattern
will generally be from the east over Newport Center with
a ninety degree turn to the south over the parking area
to the rear of the Roy Carver Rolls Royce Agency. The
take -off pattern will generally be to the south across
Santa Barbara Drive and over the Irvine Coast Country Club.
B. Noise. According to Hughes Aircraft Corporation, the
police helicopter creates the following noise levels
measured at 100 feet.

The nearest residential developments (Big Canyon and
Park Newport) are 1000 feet away. Future residential
developments will be 900 feet (condominium towers) and
500 feet (Newporter North site across Jamboree Road)
away. The Police Department estimates that the facility
will be used a maximum of four times per day. Because
of the limited number of flights, and the distance to
the surrounding residential uses, the Heliport will not
create any significant adverse noise problems.
C. Public Safety. This facility will be used for take -off
'and landings only; all fueling and maintenance operations
will be conducted at Orange County ,Airport.
The building has been engineered,to support the Heliport.
The Heliport pad will be constructed in accordance with
the N.F.P.A. Standards, Pamphlet #418 and the Uniform
Fire Code, Article 33.
5. Basis for Negative Declaration: The proposed project has
been reviewed in conjunction with Sections 15081, 15082,
and 15083, Chapter 3 -- Guidelines for Implementation of
the California Environmental Quality Act of 1970, Division
6, Title 14, California Administrative Code. The project
is not in conflict with the environmental goals and plans
of the community; it does not have any negative aesthetic
effect; it does not affect animal or plant life; and it
does not affect the air quality, water quality, and the
ambient noise levels of the adjoining areas. Review of the
criteria set forth in the above noted sections indicates
that the proposed project will not have a significant
environmental impact.
