On the basis of this finding, these plans are, approved in concept and said approval has been written upon said plans, signed, and dated. Should Newport Beach adopt an ordinance deleting, amending, or adding.to the Zoning Ordinance or other regulations in any manner that would affect the use of the property or the design of a project located thereon, this approval in concept shall become null and void as of the effective date of this said ordinance. The approval of the U. S. Army Corps of Engineers. 2. The applicant obtain the necessary permits for any plumbing, electrical and fire protection installation from applicable City departments. DISCUSSION The approval of the Orange County Harbors, Beaches, and Parks Department was required because the proposed revision is over tidelands held in trust by the County. The Orange County Harbors, Beaches, and Parks Commission has reviewed the proposed development and recommended approval to the . Board of Supervisors. The Joint Harbor Committee at its August'13 meeting also recommended unanimous approval of the application. The proposed harbor permit revision will include the removal of existing piers and floats to accomodate the complete redesign and new construction of slip facilities. The new configuration will provide: (4) 65' x 30' slips, (3) 40' x 18' slips, (3)'25' x 18' slips and "L" shaped 30' x 75' low profile float which will support dry storage for 12 kite sailboats, 20 sabots and approximately 8 canoes. The proposed slip and float pattern differs from the City of Newport Beach standard drawing for commercial marina installations; however, the difference is in configuration only, not in structural design. t • "r Page Two .The proposed bulkhead to be constructed on the U. S. Bulkhead Line will require fill material to be placed over an existing inter -tidal zone of approximately 60' in width by 400' in length. The existing .bulkheads on both sides of the Sea Scout Base have been constructed on the U.S. Bulkhead Line. The proposed bulkhead construction and • fill will allow for additional" landside construction to accomodate two basic landside uses. •The landside uses are: Boat working area.- Sail storage, lockers, equipment issue, heavy storage, small shop, crane, communi-- cations and control offices, landside activity area. General use area -.Meeting rooms, classroom, aquaria, laboratory, assembly, dining and sleeping area, swimming 'pool. It is the intent of the Boy Scouts to accommodate organized youth groups, in addition to the Sea Scouts, such as Girl Scouts, school groups, Explorer Scouts, Braille Institute, Fairview Hospital, etc. Also U.C.I. will be using the facilities for their Marine Biology classes. Two buildings will be constructed on the site in such a manner as to provide a "window -to -the -bay" from Pacific Coast Highway. The.proposed bulkhead will be constructed according to City standards and will be checked for structural adequacy by the Public Works Department of the City.
