April 20, 1982 CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT CONSTRUCTION OF NON-STANDARD IMPROVEMENTS ON McFADDENPLACE, OCEAN' FRONT, AND 21ST PLACE; AND CLOSING TO VEHICULAR TRAFFIC OF 21ST PLACE ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the proposed project for the construction of non-standard improvements on McFadden Place, Ocean Front, and 21st Place; and closing to vehicular traffic of 21st place has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation -of the California Environmental Quality Act of 1970," and the City's Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. CONSTRUCTION OF NON-STANDARD IMPROVEMENTS ON McFADDEN PLACE, OCEAN FRONT, AND 21ST PLACE; AND CLOSING TO VEHICULAR TRAFFIC OF 21ST PLACE NEGATIVE DECLARATION BY PUBLIC WORKS DEPARTMENT CITY OF NEWPORT BEACH 1. PROJECT LOCATION: Lot 19, Block 21, Newport Beach Tract, located at 2106 West Ocean Front, on the northwesterly corner of West Ocean Front and McFadden Place, in McFadden Square, in the City of Newport Beach. 2. PROJECT DESCRIPTION: This project will provide for the construction of non-standard improvements in the public right-of-way along McFadden Place, Ocean Front, 21st Place, and the first 50 feet of the adjacent alley which include: replacement of existing sidewalk and paving with a terra-cotta paver; installation of planters, old-fashioned street lights, park benches," bike racks, trash receptacles, awnings and a street clock; and closing to vehicular access 21st Place between Ocean Front and McFadden and the first 50 feet of the alley intersecting 21st Place. 3. PROJECT GOALS: This project will preserve and enhance the visual charac- ter and image of the community and improve pedestrian access to the area by closing to vehicular access 21st Place between Ocean Front and McFadden Square and the first 50 feet of the alley intersecting 21st Place. 4. EFFECT ON ENVIRONMENT: There will be no significant, long-term irrevers- ible or irretrievable effect on the environment. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan Policies Document of the City of Newport Beach and could not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach has prepared this Negative Dec- laration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementaiton of the California Environmental Quality Act of 1970. CONFORMANCE WITH THE GENERAL PLAN This project is in accord with the General Plan Policies Document of the City of Newport Beach. B. ENVIRONMENTAL CHECKLIST FORM An Environmental Checklist Form (attached) has been completed as a portion of this study.
