CITY OF•NEWPORT BEACH PUBLIC WORKS DEPARTMENT IMPROVEMENTS AT THEATER ARTS CENTER (C-2349) ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the project for The Theater Arts Center in the City of Newport Beach has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementa- tion of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Public Works Director A'IM: rb 1-26-83 CONSTRUCT IMPROVEMENTS AT THE THEATER ARTS CENTER 1982-83 FISCAL YEAR CONTRACT 2349 NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: The proposed project location is at an existing building located in a public park at 2501 Cliff Drive in the City of Newport Beach. The building was originally built as a church, but was subsequently purchased by the City of Newport Beach and converted into a small community theater. The existing building has a basement of 2844 square feet, a main floor of 2844 square feet, and a mezzanine of 292 square feet. The present building has one one -person toilet room on the main floor and two one -person toilet rooms in the basement. 2. PROJECT DESCRIPTION: The proposed project will add 669 square feet of floor area to the main floor of the building. Included will be a lobby, two two - person public restrooms, and a janitor's closet. One existing restroom on the main floor will be eliminated. Also included in the project will be a new outside door to the kitchen; construction of a small serving counter at the kitchen; modernization of the stage lighting; and the construction of a gravity sewer to a road below to replace a sewer pump which presently pumps to a sewer in the street in front of the property. 3. PROJECT GOALS: The proposed project will provide an entrance and inter- mission lobby; two public restrooms; better access to the kitchen; a serving counter, better stage lighting; and will allow the replacement of a sewer pump by a gravity sewer. The proposed project will not increase the intensity of use of the theater. 4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrevers- ible or irretrievable effects on the environment. There will be minimal, r acceptable short-term disturbance on the environment due to construction activity. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan of the City of Newport Beach and could not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach Public Works Department has prepared this Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970.
