The Public Works Department will supply the Committee with any additional information which may be required to make findings and recommendations in this matter. Irwin Miller Administrative Assistant IM:jd Att. THEATRE ARTS CENTER STAIRWAY NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: The stairway construction will occur on an unlandscaped slope portion of Ensign View Park, located between the Theatre Arts Center and Mariners' Mile parking lot approximately 450 feet easterly of Tustin Avenue in the City of Newport Beach. 2. PROJECT DESCRIPTION: A 160-foot-long by 6-foot-wide path will be cleared of vegetation, compacted and covered with a portland cement concrete stairway and walkway. The 45-foot rise of stairway will be equipped with bronze anodized aluminum pipe handrails. Four 12-foot-high lighting.fix- tures will provide illumination for the stairway and walkway, and another two fixtures will help illuminate the Ensign View Park parking lot. 3. PROJECT GOALS: The project will provide access to the existing Mariners' Mile parking lot for users of the Theatre Arts Center and Ensign View Park. This new access should decrease the volume of traffic and the ad- verse effect of light, glare and noise upon residents along Cliff Drive during nighttime events at the Theatre Arts Center. 4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irre- versible or irretrievable effects on the environment. There will be minimal, acceptable short-term disturbances of the environment due to construction activity. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan Policies of the City of Newport Beach and could not have a significant effect on the environment. 6. INITIAL STUDY: The City of Newport Beach Public Works Department has pre- pared this Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970. Copies of the Initial Study may be obtained from said department during normal business hours. (- 3o-9 Benjamin B. Nolan Public Works Director LD:jd THEATRE ARTS CENTER STAIRWAY INITIAL STUDY BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT A. CONFORMANCE WITH THE GENERAL PLAN This project is in accord with the spirit of the General Plan Policies of the City of Newport Beach; in particular, the "Recreation and Open Space Element." B. Environmental Checklist Form An Environmental Checklist Formhas been completed and is attached hereto. The following statements,referenced to questions presented on the checklist, explain all "yes" and "maybe" answers: II.I.b. & c. A 160-linear-foot by 6-foot-wide portion of the unlandscaped fill slope of Ensign View Park, located between Theatre Arts Center and the Mariners' Mile parking lot, will be compacted and covered with portland cement concrete stairways and walk- ways. Aluminum pipe handrails will be provided on both sides of the stairways. Four 12-foot-high lighting fixtures will be installed to illuminate the stairways and walkways. Two addi- tional fixtures will help illuminate the Ensign View Park park- ing lot at the top of the stairway. II.7. The selected lighting fixtures will produce adequate lighting for pedestrian users of the stairway, walkway and parking lot. The fixtures will not produce glare to impact residents of nearby Cliff Drive homes since the illuminating elements are shielded to eliminate horizontal light distribution. Inasmuch as walkway and stairway lighting will enhance use of the Mariners' Mile parking lot during nightime Theatre Arts Center functions, overall adverse light and glare effects upon residents of hearby Cliff Drive homes should actually be reduced. II.13.b Completion of the stairway project will enable patrons to park at the Mariners' Mile parking lot during nighttime Theatre Arts Center functions. The Mariners' Mile parking lot presently has ample unused parking space at all times. II.13.d Utilization of the Mariners' Mile parking lot by Theatre Arts Center patrons will reduce patterns of traffic circulation along Cliff Drive. Traffic circulation in the vicinity of the Mariners' Mile parking lot should not increase since many of the patrons of Theatre Arts Center functions must pass through the vicinity en route to the Theatre Arts Center. 2 II.14. The proposed stairway will require periodic cleaning and debris removal by City maintenance staff. Handrailing and lighting maintenance should be minimal. II.19. The proposed stairway will enhance public access to Ensign View Park and to the Theatre Arts Center, thereby permitting in- creased quality and quantity of use of these recreational facili- ties. 1/26/84 ENVIRONMENTAL CHECKLIST FORM I.
