The Public Works Department will supply the Committee with any additional information which may be required to make findings and recom- mendations in this matter. The review was conducted in compliance with the requirements of the California Environmental Quality Act of 1970, the State Guidelines for Implementation of same, and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An Environmental Impact Repart has not been prepared. LOCATION Ensign View Park is a 2.15 acre irregular parcel of land located on the south side of Cliff Drive opposite the southerly end of El Modena Avenue. The park is on top of the coastal bluff overlooking lower Newport Bay, Balboa Peninsula; and Lido Isle, and offers a clear view of the Catalina Channel and Catalina Island. The first phase of the park consists of developing the easterly 0.52 acres, a rectangle 150' x 150'. The remaining 1.63 acres of the site are occupied by a church building, a residence, and a parking lot for 47 cars. The area surrounding the park on the west, north and east sides is zoned for single-family residential use. The area south of the park is zoned for light commercial uses. II. DESCRIPTION OF PROJECT The proposed project consists of constructing the first phase of the Ensign View Park on the easterly 0.52-acre portion of the site. Improvements to be constructed under this project consist of a viewing area with decorative fountain, three flags, and paved sidewalks along the curb and out to the viewing area. The remainder of the level area on top,of the bluff will be planted with turf which can be used as a picnic area. The steep slopes of the bluff will be planted with low native shrubs. The area at the foot of the bluff will be planted with trees. The existing church building, residence, and parking lot are presently leased to a church congregation. The future of the buildings has not yet been deter- mined. In the interim, the parking lot will be used by the church and visitors to the park. III. PURPOSE OF THE PROJECT The purpose of the project is to protect the view from the top of the bluff. On a clear day, not only Catalina Island, but San Clemente Island, San Nicolas Island, and occasionally Santa Barbara Island can also be seen. 1 ._ • .` alb IV. TRAFFIC AND•CIRCULATION The top of the bluff has long been a favorite place for people to watch activi- ties in the harbor below, as well as enjoy a view of the Catalina Channel and the Pacific Ocean. The parking lot of the church has been open for the public to use when watching activities in the harbor below. The project is not expected to generate any additional traffic. The people who use the park are expected to be the same people who presently park in the parking lot or at the curb and stand on top of the bluff to watch the scenery below. There are the people who will use the bluff top and the surrounding street regardless of whether or not the park is improved. V. DISCUSSION OF ENVIRONMENTAL IMPACT A. Land Resources The project will require the use of 22,500 square feet of ground area presently undeveloped. B. Human Resources There will be no effects on human resources. The work is on a vacant coastal bluff. There are no residences to be relocated. C. Air Resources This project will not increase or decrease the total volume of vehicle emissions in this air quality region. Dust control procedures wil-1 be required during construction by the project specifications. D. Geological Hazards There are no known significant geological hazards within the- area encom7. passed by this project. Extensive grading will not be required.. E. Flooding, Erosion, and Siltation The existing site is not subject to flooding or siltation. The project only requires light grading which will not produce any significant erosion or siltation. F. Groundwater There are no known aquifers in the area of the project. The nature of the construction is such that contamination or blockage of aquifers will not occur. G. Noise Level Construction of the project should not substantially alter the ambient notse levels for the surrounding area. During construction, noise levels may rise due to operations which are necessary to construct the project; however, these operations will be . limited as to working hours to create the minimum of disturbance to neigh- boring homes; and the operations will cease upon completion of the project. -2- • 1 H. Vegetation and Animal Life There are no known rare or endangered species of animal or plant life within or adjacent to the project area. I. Short -Term Impacts The only short-term impacts anticipated are those associated with any similar building project. They are such items as noise during construction. These impacts are not considered to have a significant effect op the en- vironment. J. Summary The project does not appear to have a significant effect on the environ- ment. VI.. BASIS FOR NEGATIVE DECLARATION The proposed project has been reviewed in conjunction with Sections 15081 and 15082, Article 7, Chapter 3 (Guidelines for Implementation of the California Environmental Quality Act of 1970), Title 14, Division 6 of the California Administrative Code. Comparison with the criteria set forth in the above sections indicated that . the proposed project will not have a significant environmental impact. Prepared by; Joseph T.
