BOYS' CLUB OF THE HARBOR AREA
NEWPORT BRANCH
Negative Declaration Statement
1. Proposed Location: The Boys' Club facility will be located in
the most northeasterly corner of Eastbluff Park, occupying
approximately one-half acre of land leased from the City of
Newport Beach for a period of 25 years.
2. Zoning: The zoning of the subject property is presently
R-4 B-Z UL and is shown as being in the Open Space District on
the General Plan.
3. Project Description: The Boys' Club will be modeled after the
two existing facilities located in Costa Mesa containing a
gymnasium, shops, games room and library.
4. Building Uses: The facility will be used to conduct the many
activities of the Boys' Club and in addition will provide a
multi -purpose facility for other citizens in the community
when not in use by the Boys' Club.
5. Discussion of Environmental Impact:
A. Public access to the park. The Boys' Club will not appre-
ciably diminish the public access to the park or use of the
open green belt and play areas in the park. It is believed
that the proposed facility will enhance the recreational
uses of the park.
B. Parking. The existing parking spaces (40) are sufficient
to meet the needs of the Boys" Club as well as others using
the park, and accordingly there will be no need to encroach
into the green areas of the park to provide additional
parking. It should be noted that the Boys' Club activity
is mainly a "drop-off and pick-up" situation, with some
transportation being provided by a Boys' Club bus.
6. Summary: It would appear that the development will not have
any substantial adverse environmental or ecological effect and
is consistent with the intent, purpose and objectives of the
California Coastal Zone Conservation Act of 1972.
