paring to construct the westerly portion of Avocado
Avenue from San Joaquin Hills Road to Farallon

1. LOCATION: The proposed project is located within the city
limits of Newport Beach at Newport Center; see attached
plan showing limits of the project in red.
2. PROJECT DESCRIPTION: The project consists of improving the
W'ly portion of Avocado Avenue including sidewalks, street
lights, curb and gutter, paving, water lines, and storm
drainage facilities. These improvements will extend from
San Joaquin Hills Road to Farallon Drive (approximately 2,406
1.f.).
3. PURPOSE OF THE PROJECT: To provide a more efficient traffic
circulation system for the E'ly portion of Newport Center
including blocks 200-500.
4. DISCUSSION OF ENVIRONMENTAL IMPACTS:L
a) Land Resources
The right of way for Avocado Avenue was reserved as
a portion of the city approved Master Plan Street
System in Newport Center.
b) Human Resources
There are no known situations which would significantly
effect the residential developments in H.V.H.
c) Geologic Hazards
There are no known unique geologic hazards associated
to the area. Extensive grading will not be required.
d) Flooding, Erosion & Siltation
The proposed construction of Avocado Avenue will eliminate
a majority of the present potential erosion. A drainage
system will be constructed in Avocado Avenue as well as
diversion of existing slope drainage into an existing slope
adjacent and E'ly of this project will be hydromulched
and irrigated.
e) Ground Water
There are no known sources of ground water in the area
which could effect this project.
f) Noise Level
The improvement of Avocado should not substantially change
the ambient noise levels for the surrounding areas.

g) Air Resources
This project will not significantly increase or decrease
the total volume of vehicle emissions.
h) Vegetation and Animal Life
There are no known rare or endangered species of animal
or plant life within or adjacent to the project area.
i) Summary
This overall project does not appear to have a significant
effect on the environment. The improvement of Avocado
Avenue should improve the environment by increasing the
access to and from the adjacent areas and by controlling
the existing potential erosion.

Subject: AVOCADO AVENUE
The Irvine Company respectfully requests approval of a
Negative Declaration for the above subject street, proposed
for construction in Newport Center. This finding is considered
to be justified for the following reasons:
1. No major drainage courses will be altered or interrupted
by this improvement.
2. Earth excavation and fill will be nominal.
3. The improvements are required for orderly movement of
traffic generated by planned and existing developments.
4. The proposed street is indicated on previously adopted
Newport Center master plans.
5. Avocado Avenue is a dedicated right-of-way along most of
the proposed route.
6. Proposed improvements will be designed and constructed in
compliance with City of Newport Beach standard drawings
and specifications, and upon completion will be turned over
to the City for assumption of maintenance.
Your consideration and concurrence with this request will be
