SUBJECT: REPAIRS TO BALBOA COVES NOXIOUS ODOR REDUCTION SYSTEM
Attached for the Committee's review and comment are drafts
of the Notice of Determination, the E.I.R. Negative Declaration, and
the Environmental Fact Sheet for the subject improvements.
The Public Works Department will supply the committee with
any additional information which may be required to make findings
and recommendations in this matter.
The tentative project schedule calls for construction to
start in April 1975.

I. Location of Project
Balboa Coves is a -private community consisting 'of 75 lots located in the City of
Newport Beach, on the south side of the Pacific Coast Highway and west of Newport'
Boulevard.
Entrance to Balboa Coves is by means of a single private street. The noxious odor
reduction system that is to be repaired is located oo private property east. of the
entrance street to the tract. Part of the system is two individual lots; the
remainder is in private streets. The system surrounds a former gasoline service
station that is presently used as an automobile repair shop.
The existing noxious odor reduction system consists of an underground grid of
perforated pipes which collect an unpleasant smelling mixture of methane and•,
hydrogen sulfide gases as it seeps from the ground. The gas is then burned in
two existing elevated burners at the site.
Description of the Project',
The proposed project consists of constructing additional collector pipes underneath
the sidewalk and driveway approaches in front of the automobile repair shop. The
purpose is to replace parts of the original collection system that has become damaged;_.
and to collect an additional increment of the noxious gas that had not been collected
by the existing system.
The project itself consists of constructing approximately 575 linear feet•of 4"
diameter perforated polyvinyl chloride pipe just beneath the sidewalk. The details
are shown on City of Newport Beach Drawing M-5167-S.
III. Purpose of the Project'
The purpose of the project is to:. -
A. Eliminate a fire hazard.
B. Eliminate a possible hazard to health.'
C. Eliminate a public nuisance.
IV. Discussion of Environmental Impact
A. Land Resources
Facilities constructed by the project will be built underneath
land already used for street and sidewalk purposes. No •addi-
tional land will be.required.

B. Human Resources
There will be no effects on human resources caused by the project
since the work is well within the street right-of-way, and no
relocation of residences will be made.
C. Air Resources
1. This project will not increase the total amount of chemicals reaching.
the atmosphere. The untreated mixture of gases is mainly methane •
and hydrogen sulfide. Burning the noxious gases in the presence of
oxyged results in the gases being converted into sulfur dioxide,
carbon monoxide, and water vapor which is discharged into the
atmosphere where it is dissipated by the breeze.
2. This project will not increase or decrease the total volume of
vehicle emissions in this air quality region.
3. Dust control procedures will be required during construction by
the project specifications.
D. Geologic Hazards
There are no known• significant geologic hazards within the area en-
compassed by the project. Extensive grading will not be required.
E. Flooding, Erosion, and Siltation
Project planning calls for construction of this project to occur
during autumn, prior to the normal rainy season in this area. Con-
struction at that time should preclude the possibility of flooding,
erosion, and any subsequent siltation of Newport Bay.
F. Groundwater
There are no known aquifers in the area of the project. The nature
of the construction is such that contamination or blockage of aquifers
will not occur.
G. Noise Level
Construction of the project should not substantially alter the ambient
noise levels for the surrounding area, since no new travel lane% will
be added to the roadway.
During construction, noise levels may rise due to operations which are
necessary to construct the project; however these operations will be
limited as to working hours to create the minimum of disturbance to
neighboring residents, and the operations will cease upon completion
of the project.

H. Vegetation and Animal Life
There are no known rare or endangered species or habitats of such
species of animal or plant life within or adjacent to the project
area.
I. Short Term Impacts
The only short term impacts anticipated are those associated with
any similar utility construction. They are such items as noise .
and motorist inconvenience during construction These impacts are
not considered to have -a significant effect on the environment.
J. Summary
The project does not appear to have a significant effect on the'
environment.
V. Basis for Negative Declaration
The proposed project has been reviewed in conjunction with Sections 15081 and
15082 of Article 7, Chapter 3 (Guidelines for Implementation of the California
Environmental Quality Act of 1970), Title 14, Division 6 of the California
Administrative Code.
Comparison with the criteria set forth in the above sections indicates that
the proposed project will not have a significant environmental impact.'
