The Public Works Department will supply the Committee with any additional information which may be required to make findings and recommendations in this matter. CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT BALBOA ISLAND BRIDGE REHABILITATION, PHASES I AND II 1979 ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review -of the proposed project for the Balboa Island Bridge Rehabilitation, Phases I and II, has been per- formed. The review was conducted in accordancewiththe requirements of the California Environmental• Quality Act of 1970, the State "Guide- lines for Implementation of the California Environmental Quality Act _ of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. BALBOA ISLAND BRIDGE REHABILITATION., PHASES I & II (C-2014) NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1. PROJECT LOCATION: The bridge is a portion of Marine Avenue, crossing over Balboa Island Channel from the mainland to Balboa Island. 2. PROJECT DESCRIPTION: The bridge rehabilitation work includes pile placement; restoration of existing piling and substructure; construc- tion of pile caps, curbs, sidewalks, railing bases, approach slabs, roadway surface, and connecting stairways and ramps; installation of deck restraints (seismic ties), handrailing, roadway and naviga- tion clearance lighting and expansion joints; striping and signing for pedestrians, bicyclists and motorists. 3. PROJECT GOALS: The project provides for restoration of vertical load capacity; deck restraint in the event of earthquake; restoration of deteriorated concrete; increased safety for pedestrian and bicyclists; conformance with navigational lighting standards; and a positive aesthetic effect upon the bridge structure. 4. EFFECT ON THE ENVIRONMENT: There will be no significant, long-term irreversible or irretrievable effects on the environment. There will be minimal, acceptable short-term effects on the environment during construction. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan policies of Newport Beach and could not have signifi- cant effect on the environment. 6. Initial Study: The Public Works Department of the City of Newport Beach has prepared an initial study in accordance with Sections 15081 and 15082 of Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970, Title 14, Division 6 of the California Administrative Code. Copies of the study may be obtained from said Department during normal working hours. Benjamin B. Nolan Public Works Director LD:jd 12/6/79 BALBOA ISLAND BRIDGE REHABILITATION, PHASES I & II (C-2014) INITIAL STUDY BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT A. CONFORMANCE WITH GENERAL PLAN POLICY This project is in accord with the General Plan Policies of the City of Newport Beach, in particular the topics "Circulation and Transportation", "Future Growth", Preservation and Redevelopment", "Community Design" and "Shorelines." B. LAND USE These improvements will be constructed within established rights -of -way, and will not require the relocation of people or disturbance of build- ings. C. DISRUPTIONS OF THE SOIL Additional piles must be driven along each pile cap to restore the original vertical load capacity and to conform to current vertical load design standards. These 16-inch square piles will be driven to approxi- mate elevation.20 feet, or at least 6 feet into bedrock. Such driving will cause local displacements of soil which are not considered signifi- cant. D. LIGHT AND GLARE Incandescent deck lighting will be replaced as a portion of the project. Proposed luminaires will be energy efficient high-pressure sodium which provide good color rendition at low (70 watt) intensity. Light and glare emitted from these fixtures should not create a significant deleterious effect upon the environment. E. ALTERATION TO WATERBORNE TRAFFIC Pile and pile cap construction will reduce navigational channel clear- ances. The proposed clearances and net reductions between piles are 21'-2" and 3'-8", respectively, through the center navigational span, and 22'-6" and 2'-10", respectively, through the outside navigational spans. It is felt that these clearance reductions will not inflict substantial alteration upon waterborne traffic since 1) the majority of boats anchored in Balboa Island Channel do not pass under Marine Avenue en route to the harbor or ocean, and 2) the 11% reduction of clearance through outside navigational spans will still provide adequate clearance for the majority of waterborne traffic wishing to pass under Marine Avenue. Balboa Island Bridge Rehabilitation, Phases I & II Initial Study (cont'd) F. SHORT-TERM EFFECTS On -site construction is expected to begin in September 1980 and to be completed by April 1981. Pile driving, which occurs during the first stage of construction, will be quite noisy. The contractor will there- fore be permitted to construct the project only during normal working hours to ensure a minimum of disturbance. Two flagmen will be required to direct one lane of traffic over the bridge during those stages of construction when the other lane is un- usable. It is felt that only a minimum of inconvenience will exist since this construction will occur during the low -traffic season. G. ENVIRONMENTAL CHECKLIST An environmental checklist has been completed as a portion of this study. See Appendix I (attached).
