Attached for the Committee's review and comment are drafts of
the Notice of Determination, the E.I.S. Negative Declaration, and the
Environmental Fact Sheet for the subject improvements.
The Public Works Department will supply the committee with any
additional information which may be required to make findings and recom-
mendations in this matter. -
The tentative project schedule calls for construction to start
in March 1977.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project for water main
improvements on Balboa Peninsula in Newport Beach has been performed. 'The
review was conducted in accordance with the requirements of the California
Environmental Quality Act of 1970, the State "Guidelines for Implementation
of the California Environmental Quality Act of 1970", and the City's
"Policies and Procedures for Implementing the California Environmental
Quality Act".
The environmental statement has been reviewed and was approved by the City's
Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An environmental impact report has not been prepared. A
Negative Declaration has been prepared and is attached hereto.

NEGATIVE DECLARATION
WATER MAIN REPLACEMENT
BALBOA PENINSULA
1976-77 '
1. Location: The proposed project is located in the City of Newport Beach,
as shown on the attached exhibit.
2. Project Description: The work consists of constructing approximately
900 feet of 4- and 6-inch water main in various alleys on Balboa Penin-
sula, replacing existing 2-inch mains.
3. Purpose of Project: To increase the reliability of water service by
replacing substandard deteriorating pipe and add operational flexi-
bility to the existing water system by eliminating dead-end service
mains.
4. Discussion of Environmental Impacts: The proposed improvements are
consistent with City's General Plan Policies, require no additional
right-of-way, and will not cause the relocation of any people or the
disturbance of any buildings. Existing topography will not be altered,
and there should be no additional noise or pollution as a result of
this project. The project will not affect the amount of water used
within the City, and will not encourage development.
There will be no long-term, irreversible or irretrievable effects on
the environment, and no significant short-term effects.
5. Basis for Negative Declaration: The proposed project has been reviewed
in conjunction with Sections 15081, 15082, and 15083 of the "Guidelines
for Implementation of the California Environmental Quality Act of 1970."
Review of the criteria set forth in these sections indicates that the
project will not have a significant environmental impact.

A. Conformance with City Goals
This project conforms to the City's General Plan Policies of maintaining appro-
priate levels of health and safety facilities to adequately serve the current
and future needs of the community, including public utility services.
B.. Land Use
Existing land use in the project area is nearly
residential. This project will not require any
water mains will be located within the existing

The project will not affect any existing building or require the relocation
of any people.
D. Geologic Hazards
Extensive grading will not be required. There are no known unique geologic
hazards within the project area.
E. Flooding, Erosion, or Siltation
The only excavation for this project will be a trench for installation of the
water mains. The trench will be backfilled to the existing ground elevation.
The surplus excavated material will be removed from the job site. Therefore,
this item will not be of significance.
F. Ground Water
There are no known aquifers in the immediate vicinity of the project.
G. Noise Level
This proposed project will not affect the ambient noise levels of the adjacent
areas.

H. Air Resources
This proposed project will not affect the air quality of the surrounding areas.
I. Vegetation and Animal Life
This project will not affect any plant or animal life in the area.
J. Water Resources
The proposed project will not affect the water resources in the area.
K. Secondary Consequences
The proposed project will not cause an increase or decrease in the amount of
water used within the City. In addition, construction of the proposed water
mains will not increase or decrease the potential for development since the
area is nearly fully developed.
The proposed mains will increase the reliability of water service and will add
operational flexibility to the existing water system in- the area.
L. Short -Term Impacts
The only short-term impacts anticipated for this project are a slight amount
of motorist inconvenience and noise during construction. These impacts are
not considered to be significant.
M. Summary
The project does not appear to have any significant adverse effects on the
environment.
