CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT BAYSIDE DRIVE - JASMINE AVENUE PARKING LOT AND METERS ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION A preliminary environmental review of the project for construction of the Bayside Drive - Jasmine Avenue Parking Lot and Meters, has been performed. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. A Negative Declaration has been prepared and is attached hereto. Benjamin B. Nolan Public Works Director IM:jw Att. 10-7-85 BAYSIDE DRIVE -JASMINE AVENUE PARK-I•NG LOT AND METERS NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT 1; PROJECT LOCATION: the proposed parking lot will be built in the 70-foot by 120-foot landscaped street right of way along the north side of Bayside Drive and the east side of Jasmine Avenue in Corona del Mar, a community in the City of Newport Beach, County of Orange. 2. PROJECT DESCRIPTION: The 70-foot by 120-foot right of way will be cleared of landscape and asphalt concrete walkways. Landscape planters, constructed from decorative concrete block, will be built along Bayside Drive between Marguerite Avenue and Jasmine Avenue. A 20-footwide driveway approach will be built along the east side of Jasmine Avenue to provide access for the new lot. The new lot will be graded to drain surface water, compacted, and paved with asphalt concrete. Thirteen -foot -high post -top high pressure sodium lighting fixtures will be installed along the Bayside Drive planters. The proposed lot and all existing City lots along Bayside Drive will be fitted with parking meters and striped so that parking lot traffic flows from east to west. 3. PROJECT GOALS: The project will provide additional residential/commercial parking facilities in this congested area of Corona del Mar. In addition, the subdued level of illumination which will be emitted from the new lighting fixtures will provide a higher level of safety and security for nighttime users of the lots. The new planters will beautify the appearance of the lots from Bayside Drive and at the same time provide a wheel -stop barrier to protect the new lighting fixtures and parking meters. 4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrever- sible or irretrievable effects on the environment. There will be minimal, acceptable short-term disturbances caused by construction activity. 5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General Plan of the City of Newport Beach and could not have a significant effect on the environment. 6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has prepared the Negative Declaration and its Initial Study in accordance with Article 7, Chapter 3, Guidelines for ImQlementation of the California Environmental Quality Act of 1970. Copies of the Initial Study may be obtained from the Public Works Department during normal business hours. Benjamin B. CONFORMANCE WITH THE GENERAL PLAN This project is consistent with the environmental plans and goals as established by the General Plan of the City of Newport Beach. B. ENVIRONMENTAL CHECKLIST FORM An Environmental Checklist Form (attached) has been completed as a por- tion of this study. The following statements, referenced to questions pre- sented on the checklist, explain all "yes" and "maybe" answers: II.1.b.& c. Approximately 70 feet by 120 feet of street right of way along Bayside Drive, between Jasmine and Larkspur Avenues, will be cleared of landscape and walkways. The area will then be graded and compacted such that the finished surface will drain surface water. An asphalt parking surface will be placed over the entire area, except for perimeter landscape planting areas. II.3.b. The proposed asphalt parking surface will reduce the absorption rate and increase the rate and amount of surface runoff. II.4.1. Clearing of the existing landscaped street right of way will reduce the number of plants in the vicinity. Conversely, pro- posed planters, to be built along the north side of Bayside Drive between Jasmine and Marguerite Avenues, will increase the number of plants in the vicinity. II.5.1. Clearing of the existing landscaped street right-of-way will reduce the number of animals in the vicinity. II.7. The proposed asphalt parking area will be equipped with high pressure sgdium lighting fixtures. The fixtures will be mounted atop 13-foot-high posts, and will emit a subdued, low level of illumination. - II.8. The proposal will alter the existing land use from park-paseo to residential./commercial parking. The proposed land use will conform with the intended land use, however, since the proposal •lies within a dedicated street easement. II.13.b. Completion of the proposal will help satisfy the need for addi- tional parking facilities in this congested residential - /commercial area. • - • Bayside Drive -Jasmine Avenue Parking Lot and Meters Initial Study, page 2 II.14.d. The proposal will reduce the length of park-paseo along Bayside Drive by approximately 120 feet. This reduction does not, however, seem to result in an effect upon or need for new or altered park or recreational facilities. II.14.e. Completion of the proposal will reduce the amount of park-paseo related maintenance service along Bayside Drive. Conversely, the proposal will require periodic cleaning and maintenance of landscape planters, asphalt paving and luminaires.
