ENVIRONMENTAL IMPACT STATEMENT
NEGATIVE DECLARATION
FOR
DREDGING OF THE NORTH SHORE OF BEACON BAY
BY
BEACON BAY COMMUNITY ASSOCIATION
NOVEMBER, 1975
T LOCATION
The project site, Beacon Bay, is located at the west end
of the Balboa Island Channel in the City of Newport
Beach, California.
The existing beach is eroding away leaving the slope
varying in degrees along the site from a gentle to fairly -
steep incline.
The surrounding areas are private beaches to the north;
Linda Isle and Harbor Island to the west; and, across
the channel to the south is residential on Balboa Island;
and, easterly is the Balboa Yacht Basin.
II DESCRIPTION OF PROJECT
The project will consist of two parts: First, a temporary
berm (or basin) will be built and the dredged slurry
material will be stored behind the berm for a minimum of
24 hours. During this period, the water will percolate
into the sand, leaving the usable dredged material.
The second phase will consist of leveling out the temporary
berms and the dredged material to conform with the pro-
posed design section$,which includes a six inch layer
of imported sand.

III PURPOSE OF THE PROJECT
The existing beach has eroded away, leaving a minimum
amount of beach area. The purpose of the project is to
provide a more usable beach area, which should conform
to the original beach.
IV DISCUSSION OF ENVIRONMENTAL IMPACT
A. Land Resources - This project will not require
the use of any additional land area.
B. Human Resources - There will be no effects on
human resources caused by the project. The dredging will
just increase the usable area of the beach now available.
C. Air Resources - This project will not increase
or decrease the total volume of vehicle emissions in this
air -quality region. Dust control procedures (by watering)
will be required during construction.
D. Geologic Hazards - There are no known significant
geologic hazards within the area encompassed by the project.
The amount of grading required will be minimum.
E. Flooding, Erosion and Siltation - Due to the
nature of this project and the temporary berm (or basin)
provided, this should preclude the possibility of flooding,
erosion, and any subsequent siltation of Newport Bay.,
F. Groundwater - There are no known aquifers in
the area of the project. The nature of the construction
is such that contamination or blockage of aquifers will
not occur.
G. Noise Level - Construction of the project should
not substantially alter the ambient noise levels for the
surrounding area. During construction, noise levels may
rise due to operations which are necessary to construct
the project; however, these operations will be limited to

the working hours to create the minimum of disturbance
to neighboring residential. The operations will cease
upon completion of the project.
H. Vegetation and Animal Life - There are no
known rare or endangered species or habitats of such
species of animal or plant life within or adjacent to
the project area. No identifiable fish species were
found in the area. The species which were identified
in the area of the project site are the lowest possible
taxon. Eel grass (zostera marina) can be found in a
few areas of the site, but it is not considered a
significant habitat for resident fish because of its
low density and relatively small total surface coverage.
I. Short Term Impacts - The only short term
impacts anticipated are those associated with any similar
construction project. They are such items as noise
during construction. These impacts are not considered to
have a significant effect on the environment.
J. Summary - The project does not appear to have
a significant effect on the environment.
V BASIS FOR NEGATIVE DECLARATION
The proposed project has been reviewed in conjunction with
Sections 15081 and 15082 of•Article 7, Chapter 3 (Guidelines
for Implementation Of the California Environmental, Quality
Act of 1970), Title 14, Division 6 of the California
Administrative Code.
Comparison with the criteria set forth in the above sections
indicates that the proposed project will not have a
significant environmental impact.
