additional information which may be required to make findings and recommenda-
tions in this matter.

UNDERGROUNDING UTILITIES IN CHINA COVE
ENVIRONMENTAL REVIEW -- NOTICE OF DETERMINATION
A preliminary environmental review of the project for
Assessment District No. 56, Undergrounding Utilities in China
Cove has been performed. The review was conducted in
accordance with the requirements of the California
Environmental Quality Act of 1970, the State "Guidelines for
Implementation of the California Environmental Quality Act
of 19701" and the City's "Policies and Procedures for
Implementing the California Environmental Quality Act."
The environmental statement has been reviewed and was
approved by the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been
determined that:
1. The project is approved.
2. The project will not have a significant effect on
the environment.
3. An environmental impact report has not been pre-
pared. A Negative Declaration has been prepared
and is attached hereto.

PROJECT IDENTIFICATION
ASSESSMENT DISTRICT NO. 56
UNDERGROUNDING UTILITIES IN CHINA COVE
1. PROJECT LOCATION: In China Cove area southerly of Ocean Boulevard,
extending from Dahlia Avenue on the west to Goldenrod Avenue on the
east, and also southerly along Dahlia Avenue from the first alley
north of Ocean Boulevard to Ocean Boulevard.
2. PROJECT DESCRIPTION: All overhead wire -serving utilities, including
electric power, telephone, -communication, and community antenna tele-
vision systems will be placed underground.
3. PURPOSE OF PROJECT: To improve property values; to remove view
obstructions; to raise aesthetic values of this neighborhood; to
decrease possibility of damage from falling wires; and to remove
obstructions to vehicular traffic from public rights -of -way.
4. DISCUSSION OF ENVIRONMENTAL IMPACTS: The area within the boundaries
of the special assessment district is mainly a high quality single-
family residential area. It also includes two public beaches and
a non-profit educational institution: The•Kerkhoff Marine Laboratory
of the California Institute of Technology.
The main environmental benefit is improvement to views, and the
removal of a maze of overhead wires on wooden poles.
5. BASIS FOR NEGATIVE DECLARATION: The undergrounding of utilities
in this area will not:
a. Displace any people.
b. Have a negative effect on recreation land.
c. Have an effect on the pattern of behavior of wildlife species;
wildlife breeding, nesting, or feeding grounds.
d. Affect air or water pollution in the area.
e. Have an effect on the water table in the area.

Removal of the overhead wires and wooden poles will appreciably
improve the appearance of this area.
The appearance and livability of the area will be improved, thus
benefiting everyone, without any adverse effect on the environment.
