The Public Works Department will supply the Committee with any additional information which may be required to make findings and recommendations in this matter. NEvwoRrgFcAucult CITY OF NEWPORT BEACH 1 I PUBLIC WORKS DEPARTMENT WATER MAIN CONSTRUCTION AND REPLACEMENT, CORONA DEL MAR (C-1957) ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION NOTICE: A preliminary environmental review of the proposed project for water main construction and replacement in various streets in Corona del Mar has been completed. The review was conducted in compliance with the re- quirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. A negative declaration has been prepared and is attached hereto. Devlin ks Department • • CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT ENVIRONMENTAL IMPACT STATEMENT NEGATIVE DECLARATION WATER MAIN CONSTRUCTION AND REPLACEMENT CORONA DEL MAR 1977-78 1. Location: The proposed project is located in the City of Newport Beach, as shown on the attached exhibit. 2. Project Description: The work consists of constructing approxi- mately 4,300 feet of 4-thru 12-inch water mains in various streets of Corona del Mar, replacing in part existing 6-inch mains. 3. Purpose of Project: To permit the abandonment of an existing deteriorated 8-inch water main in East Coast Highway from Goldenrod Avenue to Larkspur Avenue. The new water mains will increase the reliability of water service, add operational flexibility to the existing water system and improve fire protection to the community in this section of Corona del Mar. 4. Discussion of Environmental Impacts: The proposed improvements are consistent with City's General Plan Policies, require no additional right-of-way, and will not cause the relocation of any people or the disturbance of any buildings. Existing topography will not be altered and there should be no additional noise or pollution as a result of this project. The project will not affect the amount of water used within the City, and will not encourage development. There will be no long-term, irreversible or irretrievable effects on the environment, and no significant short-term effects. 5. Basis for Negative Declaration: The proposed project has been reviewed in conjunction with Sections 15081, 15082, and 15083 of the "Guidelines for Implementation of the California Environmental Quality Act of 1970." Review of the criteria set forth in these sections indicates that the project will not have a significant environmental impact. CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT FACT SHEET TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT WATER MAIN CONSTRUCTION AND REPLACEMENT CORONA DEL MAR 1977-78 A. Conformance with City Goals This project conforms to the City's General Plan Policies of maintaining appro- priate levels of health and safety facilities to adequately serve the current and future needs of the community, including public utility services. B. Land Use Existing land use in the project area is nearly fully developed two-family residential with fully developed commercial district along both sides of East Coast Highway. This project will not require any additional right-of-way. The water mains will be located within the existing street right-of-way. C. Human Resources. The project will not affect any existing building or require the relocation of any people. D. Geologic Hazards Extensive grading will not be required. There are no known unique geologic hazards within the project area. E. Flooding, Erosion, or Siltation The only excavation for this project will be a trench for installation of the water, mains. The trench will be backfilled to the existing ground elevation. The surplus excavated material will be removed from the job site. Therefore, this item will not be of significance. F. Ground Water There are no known aquifers in the immediate vicinity of the project. G. Noise Level This proposed project will not affect the ambient noise levels of the adjacent areas. Vegetation and Animal Life This project will not affect any plant or animal life in the area. J. Water Resources The proposed project will not affect the water resources in the area. K. Secondary Consequences The proposed project will not cause an increase or decrease in the amount of water used within the City. In addition, construction of the proposed water mains will not increase or decrease the potential for development since the area is nearly fully developed. The proposed mains will increase the reliability of water service, add operational flexibility to the existing water system, and enhance the fire fighting capability in the area. L. Short -Term Impacts The only short-term impacts anticipated for this project are a slight amount of motorist inconvenience and noise during construction. These impacts are not considered to be significant. M.
