The building exhibits little evidence of structural damage beyond normal settle- ment and water damage resulting from leaking windows and rusted out rain gutters. It is our opinion that the building was founded on competent earth materials at the time of construction, and should continue to be a usuable structure provided some remedial work is conducted on the property adjacent to the site. Settlement has occurred along the northerly side of the building between the front of the structure and Cliff Drive. Settlement has also occurred between the church and "The Wave" building to the west. This settlement appears to be the result of placing uncompacted or poorly compacted fill in these areas, resulting in settlement of the area around thebuilding which subsequently has damaged the sidewalks, exterior metal stairs and the lock -joint' retaining wall. Future settlement can be minimized by conducting minor grading on the site to insure positive drainage away from the building. In addition, ponding of surface waters should be eliminated. This can be accomplished by the installation of three (3) to four (4) catch basins and P.V.C. drain lines to conduct the water to the • parking lot. Attached for your convenience is our previous report on this property which was prepared prior to City acquisition. Presently, we have plans to develop the easterly segment of the site for a Bicentennial Dedication ceremony sometime in July. In considering the overall Master Plan for the entire site, the question arises as to whether or not the church building itself should remain. The existing lease with the Baptist Church expires May 31, 1976 and we must make a determination as to whether to preserve the building or whether to remove it. One of the reasons for removal consideration is that after the church was constructed, some $30,000 was spent on trying to stabilize the soil around the building. In other words, it was built on unstable soil and serious settling occurred. This leads me up to my question. able to investigate the building has stabilized or whether damage I wonder if Dutch Holton might be and determine whether the settling is still occurring to the building. This is not something that must be done in the next day or two, but in order to give us some determination on masterplanning the total area, we would like to have his input to guide us in our thoughts. Certain physical evidence on the site indicates that some uncontrolled fill has been placed on the property. However, it is••assumed, from• discussions'with City personnel who . have lived and worked in this area for numerous years, that this• fill 'was probably placed in old drainage courses as• . a form 'of temporary erosion control.. These fills are probably very limited in areal extent but may vary in depth from 5 to 15 feet. Based on, these assumptions, the City of Newport Beach woul-d require that•any grading conducted on.the site be in accordance with the prdvisions of Chapter 70 of the Uniform Building Code and the estimated cost4 of this work is as follows: ... • 1.
