improvements.

any additional information which may be required to make findings and
recommendations in this matter.

CLIFF DRIVE STREET IMPROVEMENT ADJACENT TO CLIFF DRIVE PARK
ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the project for the construction
of the Cliff Drive street improvement adjacent to Cliff Drive Park has been
performed. The review was conducted in accordance with the requirements of
the California Environmental Quality Act of 1970, the State "Guidelines for
Implementation of the California Environmental Quality Act of 1970," and
the City's "Policies and Procedures for Implementing the California
Environmental Quality Act."
The environmental statement has been reviewed and was approved by the
City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An environmental impact report has not been prepared. A Negative
Declaration has been prepared and is attached hereto.

CLIFF DRIVE STREET IMPROVEMENT ADJACENT TO CLIFF DRIVE PARK
NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The street improvement is located along the south side
of the 2700 and 2800 blocks of Cliff Drive, between San Bernardino and
Riverside Avenues in the City of Newport Beach.
2. PROJECT DESCRIPTION: A storm drain catch basin and approximately 150
linear feet of 18-inch diameter storm drain pipe will be installed at the
Redlands Avenue intersection. Approximately 1,150 linear feet of curb and
gutter will be installed along Cliff Drive Park between San Bernardino and
Riverside Avenues.
3. PROJECT GOALS: The project is needed to (1) restrict access of privately
owned vehicles onto Cliff Drive Park, (2) control storm runoff more effec-
tively, and (3) protect park irrigation and landscape improvements.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrever-
sible or irretrievable effects on the environment. There will be minimal,
acceptable short-term disturbances caused by construction activity.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the
General Plan of the City of Newport Beach and could not have a significant
effect on the environment.
6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has
prepared the Negative Declaration and its Initial Study in accordance with
Article 7, Chapter 3, Guidelines for Implementation of the California
Environmental Quality Act of 1970. Copies of the Initial Study may be
obtained from the Public Works Department during normal business hours.

INITIAL STUDY

A. CONFORMANCE WITH THE GENERAL PLAN
This project is in accord with the General• Plan of the City of Newport
Beach; in particular, the "Recreation and Open Space Element" and the
"Conservation of Natural Resources Element."
B. ENVIRONMENTAL CHECKLIST FORM
An Environmental Checklist Form (attached) has been completed as a
portion of this study. The following statements, referenced to ques-
tions presented on the checklist, explain all "yes" and "maybe" answers:
II.I.b & c Existing unimproved Cliff Drive right-of-way adjacent to
Cliff Drive Park, approximately 1,150 feet long by 6 feet
wide, will be excavated for construction of curb, gutter,
two catch basins, and pavement to join the existing pave-
ment.

Construction of new curb and gutter, catch basins and con-
nector pipes, and pavement will reduce the absorption rate
and increase the runoff rate correspondingly over the
existing unimproved portions of the Cliff Drive right-of-
way; however, the water erosion of soils in the right-of-
way will also be reduced by catch basin and connector pipe
construction.
II.14.e Construction of pavement widening and storm drain•improve-
ments will result in the need for periodic pavement main-
tenance and cleaning of debris from inlet catch basins,
respectively; however, a correspondingly .lesser amount of
debris and silt will need to be cleaned from Cliff Drive
and Cliff Drive Park subsequent to construction of the
improvements.
