Location: The proposed project is located in the City of Newport Beach, northerly of West Coast Highway along Riverside Avenue. An exhibit is attached showing the location of the project. 2. Project Description: This project proposes: a) Construction of a ten -foot -wide, four -inch -thick concrete trail on the west- erly side of Riverside Avenue from Cliff Drive to Avon Street. The 800-foot- 1 on g trail will be in the parkway or on City property. b) Construction of an eighty -five -foot -long concrete retaining wall northerly of Avon Street to accommodate a section of the trail. 3. Purpose of Project: The purpose of this project is to provide a permanent pedes- trian and bicycle pathway separated from the travelled way of Riverside Avenue. It will replace the existing bicycle lane on Riverside Avenue (easterly lane) and the dirt and grass walkway on either side of the Scout House. 4. Discussion of Environmental Impacts: This project is in conformance to long-range City goals, requires no additional right-of-way or relocation of any people. Drainage patterns will not be altered, so there will be no change in water quality. There will be'no additional noise or pollution as a result of this project. There will.be no long-term, irreversible or irretrievable effects on the environ- ment;.and no significant short-term effects. 5. Basis for Negative Declaration: The proposed project has been reviewed in and 15083 of the California Environmental forth in those sections indicate that the nificant environmental impact. conjunction with Sections 15081, 15082, Quality Act of 1970. Conformance with City Goals The project is in conformance with the City's long-term goal of ensuring "the provision of adequate sidewalks and other pedestrian ways and ... the develop- ment of a safe and attractive bicycle trail system throughout the City". It is also in conformance with the City's current Master Plan of Bikeways. B. Land Use Existing land use adjacent to the proposed project is public park and residential. The project will be constructed either on City property or. within existing street right-of-way, requiring no additional right-of-way. C. Human Resources The project does not affect any existing buildings or require the relocation of any people. It will provide for the 'safe movement of pedestrians and bicyclists along Riverside Avenue where no sidewalks presently exist. D. Geologic Hazards There are no known unique geologic hazards within the project area. E. Flooding and Water Quality There will be no change in the drainage patterns of the area, and no silting or erosion is anticipated as a result of the proposed project.. F. Noise Level The project will neither increase nor decrease the level of noise in the area. G. Air Resources This project will not significantly increase or decrease the total volume of vehicle emissions. H. Vegetation and Animal Life There are no known rare or endangered species of animal or plant life within or adjacent to the project area. The bicycle trail will be constructed primarily in existing dirt areas, with some grass removal, but no tree removals. • . Fact Sheet Riverside Avenue Pedestrian and Bicycle Trail Page 2. • I. Water Course Storm water will continue to run off onto Riverside Avenue upon completion of the project. J. Long -Term Impacts This project will have no long-term, irreversible or irretrievable effects on the commitments of resources in the City. The proposed project complements the exist- ing and on -going development in the adjacent area. K. Short -Term Impacts The only short-term impacts anticipated are those associated with any similar construction project. They are such items as noise and minor access inconvenience along the west side of Riverside Avenue. The project is almost entirely adjacent to City property, so inconvenience to residents will be minimal. These impacts are not considered to have a significant effect on the environment. L. Summary The project does not appear to have a significant effect on the environment.
