OGT6 1980;)- NEWPC):: f I \CH/ CALIV, CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT CLIFF HAVEN SANITARY SEWER AND WATER MAIN PHASE I 1980 ENVIRONMENTAL REVIEW--NOTICE•OF DETERMINATION A preliminary environmental review of the proposed project for the Cliff Haven sanitary sewer and water main, Phase I, located along a bluff known as "Rock Point," which lies parallel to and between King's Road and Pacific Coast Highway, has been performed. The re- view was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implemen- tation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environ- mental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Nolan Public Works Director IM:jd Att. • • CLIFF HAVEN SANITARY SEWER AND WATER MAIN, PHASE I (C-2139) NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT • 1. Project Location: The project is located along a bluff known as "Rocky Point", which lies parallel to and between Kings Road and Pacific Coast Highway. 2. Project Description: The project involves the construction of approximately 260 linear feet of 8" sewer main and 320 linear feet of 6" water main, plus incidental related work. 3. Project Goals: The new sewer main will bypass a section of deteriorated and substandard sewer main where blockages occur frequently. The connection of two existing water mains will increase reliability of fire and domestic water service in Newport Beach. 4. Discussion of Environmental Impacts: The proposed improvement will require no additional right-of-way,and will not cause the relocation of people or the disturbance of buildings. Existing topography will not be altered, and there should be no additional noise or pollution as a result of this project. There will be no long-term, irreversible or irretrievable effects on the environment, and no significant short-term effects. r,d 5. Basis for Negative Declaration: This project is consistent with the General Plan policies of Newport Beach and could not have significant effect on the environment. 6. Initial Study: The Public Works Department of the City of Newport Beach has prepared an initial study in accordance with Sections 15081.and 15082 of Chapter 3, Guidelines for Implementation of the California Environmental Quality Act of 1970, Title 14, Division 6 of the California Administrative Code. GENERAL PLAN The construction of these public works improvements will not conflict with the long-range planning program established by the General Plan of the City of Newport Beach. B. EARTH This project will require the excavation and recompaction of native material along the sewer and water mains. Such compaction and change of ground surface relief features are not considered significant. Trenching and backfill for the construction of the sewer and water mains should not alter compaction or ground surface relief features. Landscaping will be restored in kind. C. ENVIRONMENT CHECKLIST An environmental checklist has been completed as portion of this study.
