SUBJECT: TRAFFIC SIGNAL INSTALLATION AT INTERSECTION OF COAST HIGHWAY
AND PROSPECT STREET
Attached for the Committee's review and comment are drafts of
the Notice of Determination, and the EIR Negative Declaration, for the
subject improvements.
The Public Works Department will supply the Committee with any
additional information which may be required to make findings and recom-
mendations in this matter.
The tentative project schedule calls for construction to start
in June 1976.

TRAFFIC SIGNAL INSTALLATION
COAST HIGHWAY AND PROSPECT STREET
ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project to install
a traffic signal at the intersection of Coast Highway and Prospect Street,
in the City of Newport Beach, has been completed. The review was conducted
in compliance with the requirements of the California Environmental Quality
Act of 1970, the State Guidelines for Implementation of same, and the City's
"Policies and Procedures for Implementing the California Environmental Quality
Act."
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An Environmental Impact Report has not been prepared, A Negative
Declaration has been prepared and is attached hereto.

PROJECT IDENTIFICATION
Traffic Signal Installation
'Coast Highway and Prospect Street
1. Location: At the intersection of Coast Highway with Prospect Street in the City
of Newport Beach.
2. Project.Description: The proposed project will install a traffic signal system.,
3. Purpose of Project: The traffic signal installation at this location will provide
for interruption of traffic on Coast Highway to allow motorists and pedestrians.

4. Discussion of Environmental Impacts: The subject intersection will reduce some
delay and conflicts to motorists of the area. The project will also provide
safe pedestrian crossing of the highway, allowing pedestrians to reach the pro-
posed West Newport Park and the beaches.
5. Basis for Negative Declaration: .The reconstruction of the intersection and the
presence of a traffic signal at this location will not:
a. Displace any people.
b. Have a negative impact on recreation lands.
c. Have an effect on the pattern or behavior of wildlife species, and wildlife
breeding, nesting, or feeding grounds.
d. Affect air or water pollution problems of the area.
The physical and operational characteristics of the intersection wilT'be improved,
thus offering an overall benefit to the public without any adverse effect ore the
environment.
