NEGATIVE DECLARATION Attached for the Committee's review and comment are drafts of the Notice of Determination, the E.I.R. Negative Declaration, and the Environmental Fact Sheet for the subject improvements. The Public Works Department will supply the committee with any additional information which may be required to make findings and recommendations in this matter. September 23, 1974 CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT CONSTRUCTION OF AN 18-INCH WATER MAIN IN EAST COAST H1tHWAY (SH 1) FROM POPPY AVENUE TO THE —EASTERLY CITY LIMITS ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION Aspreliminary environmental review of the proposed project to construct an 18-inch water main in East Coast Highway from Poppy Avenue to the easterly City limits, in the City of Newport Beach, has been completed. The review was conducted in compliance with the re- quirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environ- ment. 3. An Environmental Impact Report has not been prepared. A Negative Declaration has been prepared and is attached hereto. eph Devlin lic • ks Director jd Att. • III September 23, 1974 CONSTRUCTION OF AN 18-INCH WATER MAIN IN EAST COAST HIGHWAY (SH 1) FROM POPPY AVENUE TO THE EASTERLY CITY LIMITS NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH - PUBLIC WORKS DEPARTMENT 1. Location: The proposed project is located within the corporate limits of the City of Newport Beach. 2. Project Description: The work consists of construction of approxiMately 4100 feet of 18-inch water main along the northerly side of East Coast Highway (SH 1) from Poppy Avenue to the easterly City limits. 3. Purpose of Project: To provide a direct connection to the City water system for domestic and fire protection service to Cameo Highlands, and to portions of Shorecliffs, Cameo Shores, and Corona Highlands. The above areas are presently wholly or partially dependent on the 30" Laguna Beach County Water District - Irvine Ranch Water District Feeder as their source of supply. The work will also provide increased operational flexibility to the City's water system in eastern Corona del Mar. 4. Discussion of Environmental Impacts: a. Land Resources The proposed water main will be located within the existing East Coast Highway right-of-way. b. Geologic Hazards There are no known geologic hazards within the project area. c. Secondary Consequences The project will not affect the amount of water used within the City. The project will not encourage development. 5. Basis for Negative Declaration: The proposed project has been reviewed in con- junction with Sections 15081, 15082, and 15083, Chapter 3-- Guidelines for Implementation of the California Environmental Quality Act of 1970, Division 6, Title 14, California Administrative Code. The project is not in conflict with the environmental goals and plans of the community; it does not have any aes- thetic effect; it does not affect animal or plant life; and it does not affect the air quality, water quality, and the ambient noise levels of the adjoining areas. Review of the criteria set forth in the above noted sections indicates that the proposed project will not have a significant environmental impact. A copy of the informational fact sheet is attached for reference. • •ptember 23, 1974 CITY OF NEWPORT BEACH - PUBLIO WORKS DEPARTMENT CONSTRUCtION OF AN 18-INCH WATER MAIN IN EAST COAST HIGHWAY (SH 1) FROM POPPY AVENUE TO THE EASTERLY CITY LIMITS FACT SHEET --TO DETERMINE IF PROJECT HAS A SIGNIFICANT ENVIRONMENTAL EFFECT A. Conformance with the City General plan Construction of the proposed water transmission main will add operational flexi- bility to the City's water system in eastern Corona del Mar. The installation will provide an independent source of supply to that area now being served principally by the 30-inch Laguna Beach County Water District feeder. This project is in conformance with the City's General Plan. B. Land Use The project will not require any new right-of-way. The proposed main is located within existing rights -of -way for Poppy and East Coast Highway. The land use on the northerly And southerly sides of East Coast Highway from Poppy Avenue to Seward Road is commercial. The land use on the northerly side of East Coast Highway from Seaward Road to Morning Canyon Road is multi -family residential. The land use on the southerly side of East Coast Highway from Seward Road to the easterly City limits and on the northerly side from Morning Canyon Road to the easterly City limits is single-family residential. C. Human Resources This project will not require the relocation of any persons. D. Geologic Hazards The project lies in an area of possible ground shaking, which is not a signifi- geologic hazard. Extensive grading will not be required. E. Flooding, Erosion, and Siltation Project planning calls for construction of this project to occur during the summer and early fall months prior to the normal rainy season for this region. Construction during that period should preclude the possibility of flooding, erosion and any subsequent siltation of materials. The project specifications will require the contractor to employ erosion control measures during construc- tion to further reduce the possibility of siltation. F. Groundwater There are no known aquifers to the project area. "September 23, 1974 • Fact Sheet Page 2 G. Noise Level During construction, noise levels may rise due to operations which are necessary to construct the project. However, these operations will be limited as to work- ing hours to ensure a minimum of disturbance to the residents and commercial establishments, and operations will cease upon project completion. H. Archeological Sites There are no known archeological sites within the project limits. However, should grading operations encounter significant fossils or artifacts, construc- tion scheduling will be altered to allow sufficient time for investigation and recovery of finds. I. Air Resources This project will not affect the air quality of this region. Dust control measures will be required during construction under the project specifications. J. Vegetation and Animal Life There are no known rare or endangered species or,habitats of such species of animal or plant life within or adjacent to the project area. K. Water Resources The proposed project will not affect the water resources in the area. L. Secondary Consequences This project will not provide an impetus for further development since all down - coast areas can be served off the existing 30-inch Laguna Beach feeder. There- fore, it has been determined that no secondary consequences will arise from the minor primary consequences related to this project. M. Short -Term Impacts The only short-term impacts anticipated are those associated with any construc- tion. These are specifically noise and motorist inconvenience during construc- tion. These impacts are not considered to have a significant effect on the environment. N. Summary This project does not appear to have a significant effect on the environment.
