Negative Declaration, and the Environmental Fact Sheet for the subject improvements. The Public Works Department will supply the committee with any additional information which may be required to make findings and recommendations in this matter. The tentative project schedule calls for construction to start in August 1975; final design of the project will occur this fiscal year. Benjamin B. Nolan Asst. CALIF. • • March 28, 1975 CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT CONSTRUCTION OF AN 18-INCH WATER MAIN IN THE ALLEY SOUTHERLY OF EAST COAST HIGHWAY (SH 1) FROM MARGUERITE AVENUE TO HAZEL AVENUE ENVIRONMENTAL REVIEW - NOTICE OF. DETERMINATION A preliminary environmental review of the proposed project to construct an 18-inch water main in the alley southerly of and adjacent to East Coast Highway from Marguerite Avenue to Hazel Avenue, in the City of Newport Beach, has been completed. The review was conducted in compliance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environmental Quality Act". As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. Public Works Director SB:hh Attachments March 28, 1975 CONSTRUCTION OF AN 18-INCH WATER MAIN IN THE ALLEY SOUTHERLY OF EAST COAST HIGHWAY (SH 1) FROM MARGUERITE AVENUE TO HAZEL AVENUE NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH - PUBLIC WORKS DEPARTMENT 1. Location: The proposed project is located in the community of Corona del Mar within the corporate limits of the City of Newport Beach. 2. Project Description: The work consists of construction of approximately 1900 feet of 18-inch water main along the alley southerly of and adjacent to East Coast Highway (SH 1) from Marguerite Avenue to Hazel Avenue. 3. Purpose of Project: To complete the connection of a trunkline supply system to eastern Corona del Mar for the provision of an independent source of supply from the 30' Laguna Beach County Water District feeder in East Coast Highway which presently serves Cameo Highlands, and portions of Shorecliffs, Cameo Shores, and Corona Highlands. This project in conjunction with the proposed 18" transmission main in East Coast Highway from Hazel Avenue to the Easterly City Limits will complete .a backbone water supply system for eastern Corona del Mar providing increased fire protection and domestic service flexibility. 4. Discussion of Environmental Impacts: a. Land Resources The proposed water main will be located within existing easements and rights of way. b. Geologic Hazards There are no known significant geologic hazards within the project area. c. Secondary Consequences The project will not affect the amount of water used within the City. The project will not encourage development. March 28, 1975 CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT CONSTRUCTION OF AN 18-INCH WATER MAIN IN THE ALLEY SOUTHERLY OF EAST COAST HIGHWAY (SH 1) FROM MARGUERITE AVENUE TO HAZEL AVENUE FACT SHEET --TO DETERMINE IF PROJECT HAS A SIGNIFICANT ENVIRONMENTAL EFFECT A. Conformance with the City General Plan. Construction of the proposed water transmission main will complete the installa- tion of a trunkline water system to serve the existing water distribution system in eastern Corona del Mar. The installation will connect to the proposed 18" main in East Coast Highway from Hazel Avenue to the easterly City limits. This project is in conformance with the City's General Plan. B. Land Use The project will not require any new right-of-way. The proposed main is located within existing rights -of -Way for its entire length. The land use adjacent to the project is commercial to the north and residential to the south. C. Human Resources This project will not require the relocation of any persons. D. Geologic Hazards The project lies in an area of possible ground shaking, which is not a signifi- cant geologic hazard. Extensive grading will not be required. E. Flooding, Erosion, and Siltation Project planning calls for construction of this project to occur during the summer and early fall months prior to the normal rainy season for this region. Construction during that period should preclude the possibility of flooding, erosion and any subsequent siltation of materials. The project specifications will require the contractor to employ erosion control measures during construc- tion to further reduce the possibility of siltation. F. Groundwater There are no known aquifers in the project area. G. Noise Level During construction, noise levels may rise due to operations which are necessary March 28, 1975 Fact Sheet Page 2 to construct the project. However, these operations will be limited as to working hours to ensure a minimum of disturbance to the residents and com- mercial establishments, and operations will cease upon project completion. H. Archeological Sites There are no known archeological sites within the project limits. However, should grading operations encounter significant fossils or artifacts, con- struction scheduling will be altered to allow sufficient time for investiga- tion and recovery of finds.. I. Air Resources. This project will not affect the air quality of this region. Dust control measures will be required during construction under the project specifica- tions. J. Vegetation and Animal Life There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. K. Water Resources The proposed project will not affect the water resources in the area. L. Secondary Consequences, This project will not have any secondary consequences arising from the minor primary consequences related to this project. M. Short -Term Impacts The only short-term impacts anticipated are those associated with any con- struction. These are specifically noise and motorist inconvenience during construction. These impacts are not considered to have a significant effect on the environment. N.
