The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environmental Quality Act". The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environ- ment. 3. An environmental impact report has not been prepared. A negative declaration has been prepared and is attached hereto. Joseph T. Devlin (P— Public Works Director IM:jd Att. 2/4/77 CALIFORNIA Comment: Response: COMMENTS AND RESPONSES TO THE NEGATIVE DECLARATION COAST HIGHWAY WIDENING (SOUTH SIDE) SANTA ANA RIVER TO 57TH STREET AIR RESOURCES BOARD A quantitative air quality study is needed to adequately determine the project's impact on air quality. A quantitative air quality study is not needed for the project as it is the development of land which causes increased traffic volumes rather than the widening of the road. The project con- sists of work which will implement a portion of the presently existing general plan; it is not a general plan amendment upgrad- ing the roadway classification. Investigation of air quality impacts is included in the EIR's for the land development projects which generate the traffic to be carried on Coast Highway. The approved Caltrans final EIS for the replacement of the Upper Newport Bay Bridge - Pacific Coast (Route 1) Highway concluded: "This project is consistent with the Transportation Control Strategy being developed for the South Coast Air Basin as an element of the State Implementation Plan. Pending the development and implementation of transpor- tation strategy, this project promotes achievement of appropriate long-term and short-term goals in the follow- ing ways: 1. Improved air quality through more efficient movement of traffic in the project area. 2. Provides additional traffic capacity for multi - modal transportation systems, particularly high - occupancy vehicles, carpools and bicycles. 3. Upgrades traffic signalization, signing, and turning movements, This will provide for more efficient and uniform flow of traffic and subse- quent reduction in motor vehicles emissions. This project will contribute to the development of basinwide strategy for all transportation modes, is in compliance with the State Implementation Plan and will help to achieve National Ambient Air Quality Standards in the South Coast Air Basin." and "The project will provide for more efficient travel of a greater number of vehicles through a congested bottleneck. -1- The project will not generate new traffic, but will provide for expected increases due to growth which would occur in any event. This project is in conformance with a specific strategy outlined in the S.I.P., to "... reduce and/or smooth out traffic...," by improving traffic flow and reducing conges- tion. It has been the experience of Caltrans that localized traffic constraints.will not decrease traffic volumes, but either increase congestion locally or increase VMT's by creating a detour around the bottleneck, causing a greater deterioration of air quality in the project area." The statements and conclusions made in the Caltrans EIS for a project 1.8 miles easterly on the same roadway, apply to Coast Highway widening in West Newport. Additional technical analysis is not needed. Since this project is on a state highway, we recommend the City contact the California Department of Transportation in Los Angeles for guidance in preparing a suitable air quality evaluation.
