ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project for the
replacement of a sewer main in West Coast Highway has been performed.
The review was conducted in accordance with the requirements of the
California Environmental Quality Act of 1970, the State "Guidelines for
Implementation of the California Environmental Quality Act of 1970," and
the City's "Policies and Procedures for Implementing the California
Environmental Quality Act."
The environmental statement has been reviewed and was approved by
the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effenct on the environment.
3. An environmental impact report has not been prepared. A
negative declaration has been prepared and is attached
hereto.

NEGATIVE DECLARATION
by
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The project is located within the northerly portion of West
Coast Highway from 62nd Street to approximately 1,025 feet easterly.
2. PROJECT DESCRIPTION: The project will replace approximately 1,025 feet of a
10-inch sewer main, plus manholes with 700 feet and 325 feet of 12-inch and
15-inch sewer mains, respectively. New sewer main will be placed at same
depth and will be contiguous and/or on same horizontal alignment as existing
sewer main.
3. PROJECT GOALS: Existing maximum flows into the 10-inch main exceed the
facility's capacity. New sewer line will assure present and future sewer
discharge needs in the Newport Shores area.
4. EFFECT ON ENVIRONMENT: There will be no significant long-term irreversible
or irretrievable effects on the environment. There will be minimal, accept-
able short-term disturbances on the environment due to construction activity.
5. BASIS FOR NEGATIVE: This project is consistent with the General Plan of the
City of Newport Beach and could not have a significant effect on the environ-
ment.
6. INITIAL STUDY: The City of Newport Beach Public Works Department has prepared
this Negative Declaration and its Initial Study in accordance with Article 7,
Chapter 3, Guidelines for Implementation of the California Environmental
Quality Act of 1970. Copies of the Initial Study may be obtained from said
department during normal business hours.

within the existing roadway are required to replace
existing sewer main. Material excavated will be
disposed of at a sanitary land fill.

on the environment, and a NEGATIVE DECLARATION will be prepared..
I find that although the proposed project could have a significant
effect on the environment, there will not be a significant effect in
this case because the mitigation measures described on an attached
sheet have been added to the project. A NEGATIVE DECLARATION will
be prepared.
I find the proposed project MAY have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT is required.
