HomeMy WebLinkAboutCoronado Street Alvarado Street Bay Avenue and Balboa BoulevardCITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT ENVIRONMENTAL IMPACT STATEMENT NEGATIVE DECLARATION PROPOSED PROJECT TO IMPROVE THE ALLEY IN BLOCK 4, NEWPORT BAY TRACT (CITY BLOCK BOUNDED BY CORONADO STREET, ALVARADO STREET, BAY AVENUE, AND BALBOA BOULEVARD) NOVEMBER, 1973 I. LOCATION Block 4, Newport Bay Tract, is located on the Balboa Peninsula in the City of Newport Beach, half the length of the peninsula from the Pacific Coast Highway. Block 4 is one block from Newport Bay and one block from the Ocean Front. The alley in the block is parallel with the ocean front. II. DESCRIPTION OF THE PROJECT The proposed project consists of paving an existing unpaved alley that is 300 feet long and 14 feet wide, and the reconstruction of two existing concrete alley approaches. The paved surface will be 6-inch thick portland cement con- crete pavement. The project was initiated by a petition from concerned property owners. The procedure being used is found in Chapter 27 of the Improvement Act of 1911. The cost of the, project will be borne by the property owners. III. PURPOSE OF THE PROJECt The purposes of the project are to: a. eliminate dust and mud from the alley. b. provide a smoother driving surface. c. raise the value of adjacent property by improving the appear- ance to the alley. IV. DISCUSSION OF ENVIRONMENTAL IMPACT A. Land Resources Pavement constructed by the project will be built on land already used as an alley. No relocation of residences will be necessary. C. Air Resources This project will not increase or decrease the total volume of vehicle emissions in this air quality region. Hard surface pavement will reduce the amount of dust raised by passing vehicles. Dust control procedures will be used during construction. D. Flooding, Erosion, and Siltation The terrain in the project area is very flat. All four surrounding streets are paved. There will be no change in the possibility of flooding, erosion, or siltation of Newport Bay as a result of paving the alley. E: Groundwater There are no water aquifers in the area of the project. F. Noise Level Construction of the project will not alter the ambient nqise levels for the surrounding area, since no new additional volume of traffic in 'the alley is. expected. During construction, noise levels may rise due to necessary construction operations. Working hours will be limited to create the minimum of dis- turbance to neighboring residents. The operations will cease upon comple- tion of the project.. G. Vegetation and Animal Life There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. The block is completely developed. H. Short -Term Impacts The only short-term impacts anticipated are those associated with construc- tion., They are items such as noise and inconvenience during construction. Summary The project does not appear to have a significant effect on the environment. V. BASIS FOR NEGATIVE DECLARATION The proposed project has been reviewed in conjunction with Sections 15081 and 15082 of Article 7, Chapter 3 (Guidelines for Implementation of the California Environmental Quality Act of 1970), Title 14, Division 6 of California Adminis- trative Code. Comparison with the criteria set forth in the above sections indicates that the proposed project will not have a significant environmental impact. The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environmental Quality Act". As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An Environmental Impact Report has not been prepared. A Negative Declaration has been prepared and is attached hereto.
