The review was conducted in accordance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environ— mental Quality Act". The environmental Statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that:. 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has not been prepared. Location: The proposed project is located in the City of Newport Beach on the Balboa Peninsula, at the above locations. An exhibit is attached showing the limits of the project. 2. Project Description: This project proposes: a. Replace the two existing 8" curb drains with an 18" corrugated aluminum pipe (CAP) storm drain and construct a gated curb inlet -tidal structure at Cypress Street End; b. Replace the existing 12" curb drain with a 30" CAP storm drain and construct a curb inlet catch basin at "G" street end; c. Replace the two existing 6" curb drains with a 15" CAP storm drain and construct a curb inlet catch basin at "H" street end. 3. Purpose of Project: The purpose of this project is to improve storm drainage and minimize flooding during minor storms. This project is essentially a main- tenance project. 4. Discussion of Environmental Impacts: This project is in conformance to long-range City goals, requires no additional right-of-way or relocation of any people. Drainage patterns will not be altered, so there will be no change in water quality. There will be no additional noise or pollution as a result of this project. There will be no long-term, irreversible or irretrievable effects on the environ- ment, and no significant short-term effects. 5. Basis for Negative Declaration: The proposed project has been reviewed in and 15083 of the California Environmental forth in those sections indicate that the nificant environmental impact. Conformance with City Goals The project is in conformance with the City's long-term goal of gradual cor- rection of storm drainage problems and flooding at peak tides on the Balboa Peninsula. This project involves the replacement of inadequate storm drain systems to alleviate flooding. B. Land Use Existing land use adjacent to the proposed project is residential. The project will be constructed within the existing street right-of-way, requiring no addi- tional right-of-way; and is essentially a maintenance project. C. Human Resources The project does not affect any existing building or require the relocation of any people. D. Geologic Hazards Liquefaction is a potential hazard in the project area. However, construction of the storm drain will not affect the damage potential of this hazard, nor will liquefaction affect the design or construction of the storm drain. E. Flooding and Water Quality The project will minimize the problem of flooding during minor storms and improve the drainage characteristics. No silting or erosion is anticipated as a result of the proposed project. F. Noise Level The project will neither increase nor decrease the level of noise in the area. G. Air Resources This project will not significantly increase or decrease the total volume of vehicle emissions. H. Vegetation and Animal Life There are no known rare or endangered species of animal or plant life within or adjacent to the project area. FACT SHEET Page 2 I. Water Course - Upon completion of the project, storm water will continue to enter the Newport Bay via the street end drains. J. Long -Term Impacts This project will have no long-term, irreversible or irretrievable effects on the commitments of resources in the City. The proposed project complements the existing and on -going development in the adjacent area. K. Short -Term Impacts The only short-term impacts anticipated are those associated with any street project. They are such items as noise and some inconvenience to the residents adjacent to the project. These impacts are not considered to have a signifi- cant effect on the environment. L. Summary The project does not appear to have a significant effect on the environment. In fact, it would seem that the decision not to construct the project would have a more important effect on environment, as it would sustain the poor drainage conditions and the problem of flooding.
