HomeMy WebLinkAboutDahlia Avenue South of Second Avenue• �� '7 Flb February 8, 1974 CITY OF NEWPORT BEACH STORM DRAIN IMPROVEMENTS ON DAHLIA AVENUE S/O SECOND AVENUE ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION A preliminary environmental review of the proposed project to re- construct an existing storm drain system in Dahlia Avenue and in public easement adjacent thereto south of Second Avenue in the City of Newport Beach has been completed. The review was conducted in compliance with the requirements of the "California Environmental Quality Act of 1970", the State Guidelines for Implementation of The Act, and the City's "Policies and Procedures for Implementing the California Environmental Quality Act". As a result of the preliminary review it has been determined that: 1. The project is approved. - 2. The project will not have a significant effect on the environment. 3. P STORM DRAIN IMPROVEMENTS ON DAHLIA AVENUE S/0 SECOND AVENUE ENVIRONMENTAL IMPACT REPORT - NEGATIVE DECLARATION CITY OF NEWPORT BEACH - PUBLIC WORKS DEPARTMENT 1. Project Location: The proposed project is located on Dahlia Avenue from 85 to 115 feet south of Second Avenue and in easement on Lots 15 and 17 in Block 431, Corona del Mar Tract from Dahlia Avenue to a point 50 feet west of Dahlia Avenue. Development in the area is primarily duplex residential. 2. Project Description: The work consists of reconstruction of: A deteriorated 36" mainline storm drain, relocation of two existing 18" lateral storm drains and appurtenances thereto. The proposed improvement is in compliance with the City's and the Orange County Flood Control District's Master Plans of Drainage. 3. Basis for Negative Declaration The proposed project has been reviewed in 15082 of Article 7, Chapter 3 (Guidelines Environmental Quality Act of 1970), Title Administrative Code. The criteria set forth in the above sections indicate that the proposed project will not have a significant environmental impact. Conformance with City and County General Plans This project is in conformance with the City's and the Orange County Flood Control District's Master Plans of Drainage. B. Land Use and Aesthetics This project will be reconstructed in existing public R/W and in public ease- ment. The construction will be accomplished by underground boring and the effects on surface topography will be minimal. C. Geologic Hazards There are no known significant geologic hazards within the area encompassed by the project. Extensive grading is not required. D. Human Resources There will be no effects on human resources due to this project since no re- location of residences or major alterations to private property will be made. E. Flooding, Erosion, and Siltation Project planning calls for construction of this project to occur during the summer, prior to the normal rainy season in this area. Construction during this period should preclude the possibility of flooding, erosion, and any subsequent siltation of materials downstream. The project specifications will require the contractor to employ erosion control measures during con- struction to further reduce the possibility of siltation. F. Groundwater There are no known aquifers in the area of the project. G. Noise Level During construction, noise levels may rise due to operations which are nec- essary to construct the project; however, these operations will be limited as to working hours to insure a minimum of disturbance to neighboring residents, and the operations will cease upon project completion. H. Secondary Consequences It has been determined that no secondary consequences will arise from the minor primary consequences related to this project. I. Air Resources This project will not affect the air quality of this region. Dust control measures will be required during construction under the project specifications. Vegetation and Animal Life There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. All vegetation removed to facilitate construction will be replaced in size and kind under the construction contract. K. Short Term Impacts The only short term impacts anticipated are those associated with any under- ground construction. These are specifically noise and motorist inconvenience during construction. These impacts are not considered to have a significant effect on the environment. L.
