Location: The proposed project is in the City of Newport Beach and parallels Newport Boulevard on the easterly side from the end of Central Avenue to Coast Highway. 2. Project Description: The work consists of the construction of a bicycle/pedestrian bridge and approaches over the Newport Island channel. A 10' wide asphalt bicycle trail will connect the northerly end of the bridge to Coast Highway both easterly and westerly of Newport Boulevard. 3. Purpose of Project: To provide a separate bicycle, facility over the Newport Island channel which will allow the bicyclist to avoid the narrow Newport Boulevard bridge. 4. Discussion of Environmental•Impacts: a) Land Use: The project will add another bridge over the channel. This bridge will have the same or greater clearances as the roadway bridge 90 feet* westerly. b) Short Term Impacts: A minimal amount of sediment disturbance will occur ' during the installation of 6 piles in the channel. 5. Basis for Negative Declaration: The proposed project has been reviewed in con- junction with Sections 15081, 15082, and 15083, Chapter 3 -- Guidelines for Implementation of the California Environmental Quality Act of 1970, Division 6, Title 14, California Administrative Cbde. The project is not in conflict with environmental plans and goals of the community; it does net have a substantial and demonstrable negative aesthetic effect; it does not affect rare and endangered species of animal or plant life, it does not interfere with movement of migratory fish or wildlife; and it will not result in a substantial detrimental effect on the air or water quality, or on ambient noise levels for adjoining areas. Review of the criteria set forth in the above noted sections indicate that the proposed project will not have a significant environmental impact. • •• BICYCLE BRIDGE ACROSS THE NEWPORT ISLAND CHANNEL 90 FT.± EASTERLY OF NEWPORT BOULEVARD AND BICYCLE TRAILS CONNECTING TO COAST HIGHWAY Fact Sheet to Determine if Project has Significant Environmental Effect A. PROJECT DESCRIPTION: - The project consists of the construction of a.bicycle/pedestrian bridge over the Newport Island channel 90 ft.± easterly of Newport Boulevard. The southerly end of the bridge will land on City owned property at the end of Central- Avenue. The northerly end terminates on property owned by the State Division of Highways. A bike trail will be constructed to connect the northerly end of the bridge with. Coast Highway both easterly and westerly of Newport Boulevard. The bridge will have a 10 feet wide traveled way and will be a glulam arched beam structure painted in the same color scheme used in the adjoining Lido Village area. The bridge will have overhead lighting as well as the required navigational lights. The connecting trails on the northerly side will be 10' - 12' wide with an asphalt surface. They will be constructed at the present grade with the grading limited to removal of vegetation and minor leveling. The purpose of the project•is to provide a separated facility primarily for bicyclists to cross the channel, which will allow bicyclists to bypass the existing narrow Newport Boulevard bridge (4.5' sidewalk and 10' travel lanes). This route is heavily used by children going to and from school and the •beaches, B. CONFORMANCE WITH CITY'S GENERAL PLAN: The City's adopted Master Plan of Bikeways includes a "backbone bikeway" route along Newport Boulevard and Coast Highway. While the bridge itself is not within the right of way for Newport Boulevard, it is within 90 feett and a facility closely paralleling the route shown. C. LAND USE: The Newport Island Channel is the only access from Newport Bay to the channels surrounding Newport Island. .A survey of boats moored inland of the proposed bridge site indicates that there are approximately -216 under 20 feet (excluding di.nghys) and 68 over 20 feet. Approximately 15 to 20 of these boats require vertical clearances of greater than 12 to 13 feet. The existing Newport Boulevard bridge presently restricts the vertical clearance over the channel. The proposed bicycle bridge will have vertical clearances greater than or at least equal to that of the existing bridge. The southerly bridge'approach is in an area owned by the City at the end of Central Avenue and adjacent to a City parking lot. This site has been landscaped and provides an area of approximately 120' along the bulkhead for access to the bay. The bridge will be placed at the westerly end of this parcel and will re- duce public access to the bulkhead by about 10 to 12 feet. Benches removed during construction of the bridge and its approaches will be replaced. This property is excess property - surrounding the Newport Boulevard -Coast Highway interchange. Most of the area is planted with ice plant. The proposed bridge will cross approximately 8 ft. above the bulkhead to allow a bike trail along the bulkhead and also to provide full public access to the bay on the northerly side. D. HUMAN RESOURCES: All right of way to be used is publicly owned with no residences. No one is being displaced. E. GEOLOGIC HAZARDS: There are no known unique geologic hazards within the project area. ' F. FLOODING, EROSION OR SILTATION: The 10' wide bicycle trails connecting the northerly end of the bridge with Coast Highway will increase the impervious asphalt area by approximately 12,000 square feet. It will be necessary to remove some vegetation (mostly ice plant) to construct the trail. -In most places the trail will be placed directly on the existing ground surface with only minimal grading for leveling. The approaches to the bridge will be constructed with brick retaining wall to eliminate fill slopes. No excavation or fill will be performed in the channel area. See Section L Short Term Impacts for discussion of pile driving. Runoff from the area will not be substantially affected. G. GROUNDWATER: The work will not require excavation which will affect the groundwater conditions. H. NOISE LEVELS: The construction of the proposed bridge and connecting trailshould not change the ambient noise levels in the area since these facilities are for pedestrians and bicyclists. The construction activities will create a short term (approxi- mately 15 to 30 days) increase in noise levels. I. AIR RESOURCES: The project will not.increase ordecrease the volume of vehicle emissions. J. WATER RESOURCES: • This project should not affect the water resources of the area. See Section L Short Term Impacts for discussion of pile driving. SECONDARY CONSEQUENCES: The construction of the proposed bridge will place another obstacle in the channel. Both horizontal and vertical clearances of the new bridge are the same or greater than those of the existing Newport Boulevard Bridge. The new bridge will have navigational lights as required by the Coast Guard so that night boaters will be aware of the presence of the bridge. The lessee of the marina property northwesterly of the bridge has expressed the concern that people may park in the marina parking lot and walk across the bridge to the Lido Village shops. If this becomes a critical problem a fence could be constructed around the parking lot. L. SHORT TERM IMPACTS: The bridge will require the installation of six concrete piles in the channel area. These will 'be jetted into place in an operation similar to that used to install piles for local piers. It will take approximately 90 minutes of jetting to set each pile. Sediment disturbance is minimal and within one to two hours there would be no noticeable effects. Another short term impact will be a minimal inconvenience to boating traffic during construction. The construction noise may also be a minor inconvenience. M. SUMMARY: The project does not appear to have a significant effect on theenvironment and should be of overall benefit to the community. The review was conducted in compliance with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970", and the City's "Policies and Procedures for Implementing the California Environmental Quality Act". As a result of the preliminary review it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3.
