ENVIRONMENTAL REVIEW -- NOTICE OF DETERMINATION
A preliminary environmental review of the project for the
Fernleaf Avenue Storm Drain and Dahlia Avenue Sewer Main Repla-
cement has been performed. The review was conducted in accor-
dance with the requirements of the California Environmental
Quality Act of 1970, the State "Guidelines for Implementation
of the California Environmental Quality Act of 1970," and
the City's "Policies and Procedures for Implementing the
California Environmental Quality Act."
The environmental statement has been reviewed and was
approved by the City's Environmental Affairs Committee.
As a result of the preliminary review, it has been deter-
mined that;
1. The project is approved.
2. The project will not have a significant effect on "
the environment.
3. An environmental impact report has not been prepared.
A Negative Declaration has been prepared and is
attached hereto.

NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH

1. PROJECT LOCATION: Storm drain replacement is located in the 500 and 600 blocks
of Fernleaf Avenue, in the 400 block of Dahlia Avenue, and in the 2500 block
of First Avenue, all in Corona del Mar. Sewer main replacement is located in
the 400 block of Dahlia Avenue, in the 2500 block of First Avenue, in the 400
block alley between Carnation and Dahlia Avenues, and through Begonia Park
between Bayside Drive and First Avenue, all in Corona del Mar.
2. PROJECT:DESCRIPTION: A hydraulically -deficient, 24-inch diameter storm drain
in Fernleaf Avenue is to be bypassed with 360 linear feet of 42-inch-diameter
pipe. A hydraulically-deficient,36-inch diameter storm drain through private
property in the 400 block between Carnation and Dahlia Avenue is to be by-
passed with 450 linear feet of 42-inch-diameter pipe in Dahlia and First
Avenues. An 8-inch-diameter sewer main through private property in the 400
block between Carnation and Dahlia Avenues is to be bypassed with 525 linear
feet of 8-inch diameter pipe in Dahlia and First Avenues. A 110-linear-foot
by 8-inch-diameter sewer in the 400 block alley between Carnation and Dahlia
Avenues will be replaced with' a reverse -flowing 8-inch-diameter sewer. And
a hydraulically -deficient, 8-inch-diameter sewer through Begonia Park will be
replaced with adhydraulicaliy-adequate 8-inch-diameter pipe.
Replaced or bypassed sewer and storm drain pipes in Fernleaf Avenue, the 400
block, the alley, and Begonia Park will be backfilled and abandoned in„place.
3. PROJECT GOALS: The project will provide (1) relief from rainstorm runoff
flooding in Fernleaf Avenue and in the sump area near Second and Dahlia Avenues;
(2) relief from recurrent sewer stoppages in the Begonia Park area; (3) in-
creased access to sewer and storm drain systems for City maintenance forces;
(4) relief from City's exposure to liability whenever downstream storm drain
constrictions cause flooding upon and damage to private property; and
finally (5) new conduits to replace those of partial longevity.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrevers-
ible or irretrievable effects on the environment. There will be minimal,
acceptable short-term disturbances of the environment due to construction
activity.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the General
Plan policies of the City of Newport Beach and could not have a significant
effect on the environment.

6. INITIAL STUDY: The City of Newport Beach Public Works Department has prepared
this Negative Declaration and its Initial Study in accordance with Article 7,
Chapter 3, Guidelines for Implementation of the California Environmental
Quality Act of 1970. Copies of the Initial Study may be obtained from said
department during normal business hours.

A. CONFORMANCE WITH THE GENERAL PLAN
This project is in accord with the General Plan of the City of Newport
Beach; in particular, the "Conservation of Natural Resources Element."
B. .ENVIRONMENTAL CHECKLIST FORM An Environmental Checklist Form (attached) has been completed as a portion
'of this study. The following statements, referenced to questions presented
on the checklist, explain all "yes" and "maybe" answers:
II.3.b Construction of new catch basins and transmission pipe will slightly
increase the runoff rate in the vicinity of the Sump condition at
Second and Dahlia Avenues; however, the increased runoff rate will
preclude the flooding of private property which has occurred hereto-
fore during heavy rain storms.
II.14.e Construction of storm drain improvements will result in the need for
periodic cleaning of debris from inlet catch basins; however, a
correspondingly lesser amount of debris will need to be cleaned
from public and private property which flood during heavy rain storms
in absence of She improvements. Also, less cleaning will be re-
quired in the new storm drain system than is required in the exist-
ing deficient system.
