(SH 73) "ENVIRONMENTAL REVIEW -"NOTICE OF DETERMINATION A preliminary environmental review of the proposed project to improve Ford Road from Jamboree Road to 570 feet westerly of MacArthur Blvd. (SH 73), in the City of Newport Beach, has been completed. The review was conducted in compliance with the requirements of the California Environmental Quality Act of 1970, the State Guidelines for implemen- tation of same, and the City's "Policies and Procedures for Implementing the California Environmental Quality Act". As a result of the preliminary review it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An Environmental Impact Report has not been prepared. A Negative Declaration has been prepared and is attached hereto. oseph T. (SH73) ENVIRONMENTAL IMPACT REPORT - NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT I. PROJECT LOCATION: The proposed project is located on Ford Road from Jamboree Road to a point 570 feet, more or less, westerly of MacArthur Blvd. (SH 73). Development in the area is commercial, recreational, and portions are zoned multi -family residen- tial. 2. PROJECT DESCRIPTION: The work consists of widening and reconstruction of Ford Road, reconstruction of existing storm drainage systems, modification of an existing traffic signal system, and construction of a bicycle trail adjacent to Ford Road. 3. PURPOSE: To reconstruct and upgrade Ford Road to existing standards for primary arterial highways. The proposed construction is in accordance with the planned development of the County of Orange - Master Plan of Arterial Highways; the City's Master Plan of Streets and Highways; and the City's Master Plan of Bicycle Routes. 4. DISCUSSION OF ENVIRONMENTAL IMPACTS: (a) Land Resources This project will be constructed in street right of way and public easement and will not affect land resources. (b) Human Resources There will be no effects on human resources due to this project since the work will not require relocation of residents or businesses. 5. BASIS FOR NEGATIVE DECLARATION: The proposed project has been reviewed in conjunction with Sections 15081 and 15082 of Article 7, Chapter 3 (Guidelines for Implementation of the California Environmental Quality Act of 1970), Title 14, Division 6 of the California Administrative Code. The criteria set forth in the above sections indicate that the proposed project will not have a significant environmental impact. (SH 73) FACT SHEET TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT A. Conformance with City and County General Plans This project is in conformance with the City's Master Plan of Streets and Highways, Orange County's Master Plan of Arterial Highways, and the City's Master Plan of Bicycle Routes. Ford Road is classified as a primary arterial highway on both the City and County Master Plans. B. Land Use and Aesthetics Construction of this project will require the acquisition of right of way at the westerly end near Jamboree Road. An easement for bicycle trail purposes will be dedicated along a portion of the southerly right of way line. The remainder of the work is within established public right of way. C Geologic Hazards and Grading A portion of the project (approximately 1/2) lies in a zone of possible ground failure by rupture during an earthquake of significant magnitude. The rest of the project lies in an area of no known significant geologic hazard. Grading will be required to create the roadbed, approximately 10,000 cubic yards of material will be moved. D. Human Resources There will be no effects on human resources due to this project since no relocation of residences or alterations to private residential or commercial property will be made. E. Flooding, Erosion, and Siltation Project planning calls for construction of this project to occur during the summer and early fall months prior to the normal rainy season in this region. Construction,during that period should preclude the possibility of flooding, erosion, and any subsequent siltation of materials. F. Groundwater There are no known aquifers in the project area. G. Noise Level During construction, noise levels may rise due to operations which are necessary to. construct the project; however, these operations will be limited as to working hours to ensure a minimum of disturbance to neighboring residents, and commercial establish- ments and the operations will cease upon project completion. H. Archeological Sites There are no known archeological sites within the project limits. However, should grading operations encounter significant fossils or artifacts, construction scheduling • will be altered to allow sufficient time for investigation and recovery of finds. I. Air Resources This project will not affect the air quality of this region. Dust control measures will be required during construction under the project specifications. J. Vegetation and Animal Life There are no known rare or endangered species or habitats of such species of animal or plant life within or adjacent to the project area. All vegetation removed to facilitate construction will be replaced in size and kind under the construction contract. K. Secondary Consequences It has been determined that no secondary consequences will arise from the minor primary consequences related to this project. L. Short Term Impacts The only short term impacts anticipated are those associated with any construction. These are specifically noise and motorist inconvenience during construction.
