Notice of Determination, the E.I.R. Negative Declaration and the
Environmental Fact Sheet for the subject improvements.
The Public Works Department will supply the Committee with any
additional information which may be required to make findings and
recommendations.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the project for the Ocean Avenue
walkway between Goldenrod and Jasmine Avenue has been performed. The
review was conducted in accordance with the requirements of the California
Environmental Quality Act of 1970, the State "Guidelines for Implementation
of the California Environmental Quality Act of 1970," and the City's
"Policies and Procedures for Implementing the California Environmental
Quality Act."
The environmental statement has been reviewed and was approved by the
City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An environmental impact report has not been prepared. A Negative
Declaration has been prepared and is attached hereto.

NEGATIVE DECLARATION
BY

1. PROJECT LOCATION: The proposed walkway is to be built in existing right
of way along the south side of Ocean Boulevard between Goldenrod Avenue
and Jasmine Avenue in the City of Newport Beach, County of Orange.
2. PROJECT DESCRIPTION: The proposed walkway will be 5i feet wide and 850
feet long, approximately. It will be constructed with portland cement
concrete, and will be bordered along the bluff top side, where necessary,
with rustic railroad ties. Approximately 520 linear feet of the walkway
will be located adjacent to Ocean Boulevard curb. The remaining 330 linear
feet will be located near the bluff top in order to provide optimal scenic
vistas.
3. PROJECT GOALS: The project will provide approximately 850 linear feet of
paved walkway along the ocean side of Ocean Boulevard where none presently
exists. The walkway should provide increased safety for pedestrians,
joggers and sight -seers, and may protect the bluff top and turf from damage
caused by foot traffic.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrevers-
ible or irretrievable effects on the environment. There will be minimal,'
acceptable short-term disturbances caused by construction activity.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the
General Plan of the City of Newport Beach and could not have a significant
effect on the environment.
6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has
prepared the Negative Declaration and its Initial Study in accordance with
Article 7, Chapter 3, Guidelines for Implementation of the California
Environmental Quality Act of 1970. Copies of the Initial Study may be
obtained from the Public Works Department during normal business hours.

This project is consistent with the environmental plans and goals as
established by the General Plan of the City of Newport Beach.
B. ENVIRONMENTAL CHECKLIST FORM
An Environmental Checklist Form (attached) has been completed as a portion
of this study. The following statements, referenced to questions presented
on the checklist, explain all "yes" and "maybe" answers:

A 6-foot wide by 850-foot long, approximately, strip within street
right-of-way along the south side of Ocean Boulevard will be
cleared of debris and plant material, compacted, and covered with
a 5f foot wide concrete walkway.
The proposed walkway should protect the bluff top and turf from
damage caused by today's foot traffic.
The proposed walkway should result in a decrease in maintenance
requirements by City Parks Department staff.
Pedestrians, joggers and sight -seers may use the proposed walkway
for a safer movement along the ocean side of Ocean Boulevard.
They currently travel within the street and across the bluff top
turf.

It is the present intention of the City to accept the Negative
Declaration and supporting documents. The City encourages
members of the general public to review and comment on this
documentation. Copies of the Negative Declaration and
supporting documents are available for public review and
inspection at the Planning Department, City of Newport Beach,
