Attached for the Committee's review and comment are drafts
of the notice of determination and the EIR negative declaration for the
subject improvements.
The Public Works Department will supply the Committee with any
additional information which may be required to make findings and recom-
mendations in this matter.
The tentative project schedule calls for construction to start
in spring of 1978. Final design is nearing completion,

ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION
NOTICE:
A preliminary environmental review of the proposed project for
water and sewer main replacement across the Grand Canal, Balboa Island,
has been completed. The review was conducted in compliance with the
requirements of the California Environmental Quality Act of 1970, the
State "Guidelines. for Implementation of the California Environmental
Quality Act of 1970," and the City's "Policies and Procedures for
Implementing the California Environmental Quality Act."
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An environmental impact report has not been prepared. A
negative declaration has been prepared and is attached
hereto.

ENVIRONMENTAL IMPACT REPORT - NEGATIVE DECLARATION
BY
CITY OF NEWPORT BEACH
PUBLIC WORKS DEPARTMENT
1. Location: The proposed project is located on the Grand Canal of Balboa Island
in the City of Newport Beach. (See attached exhibit.)
2. Project Description: The work consists of the construction of approximately 140
feet of 8-inch water main and 130 feet of 12-inch sewer main across the Grand
Canal.
3. Purpose of Project: To replace an existing deteriorated 8-inch water main
currently shut -down because of leakage. Also, to replace an existing deteriorated
12-inch sewer main which requires frequent attention by the City's maintenance
crews.
4. Discussion of Environmental Impacts: The proposed improvements are consistent
with City's General Plan Policies, require no additional right-of-way, and will
not cause the relocation of any people or the distrubance of any buildings.
Existing topography, will not be altered, and there should be no additional noise
or pollution as a result of this project.
There will be no long-term, irreversible or irretrievable effects on the environ-
ment, and no significant short-term effects.
5. BASIS FOR NEGATIVE DECLARATION:
The proposed project has been reviewed in
15082 of Article 7, Chapter 3 (Guidelines
Environmental Quality Act of 1970), Title
Administrative Code.

TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT
WATER AND SEWER MAIN REPLACEMENT
ACROSS THE GRAND CANAL, BALBOA ISLAND (C-1959)
A. Conformance with City Goals
The project is in conformance with the City's long-term goal to replace any
existing deteriorated water and sewer mains which have become a maintenance
problem, or no longer serve their purpose because of poor condition.
B. Land Use
Existing land use adjacent to the proposed project is residential. The project
will be constructed within the existing public right-of-way, requiring no addi-
tional right-of-way, and is essentially a replacement project.
C. Human Resources
The project does not affect any existing building or require the relocation of
any people.
D. Geologic Hazards
Liquefaction is a potential hazard in the project area. However, construction
of the new water and sewer mains will not affect the damage potential of this
hazard, nor will liquefaction affect the design or construction of the new mains
E. Water
The construction of this project will not change the currents or the direction
of water movements in the canal. The project will not affect the water -related
hazards to the residents adjacent to the Canal.
The water quality in the bay will not be changed as a result of this construc-
tion. The construction will be conducted in a manner to preserve the existing
water quality. If dewatering becomes necessary, a permit will be obtained from
the Sanitation Districts of Orange County to allow discharge of the effluent
into the nearby sewer system.

G. Erosion and Siltation
The project specifications and special provisions will require the contractor to
employ erosion control measures during construction to minimize the possibility
of siltation.
H. Noise Level
During construction, noise levels may rise due to operations which are necessary
to construct the project; however, these operations will be limited to normal
working hours to ensure a minimum of disturbance'to neighboring residents and
commercial establishments. The operations will cease upon project completion.
I. Air Resources
This project will not affect the ambient air quality of this region or create
any objectionable odors.
J. Recreation
The quality and quantity of recreational use of the canal by the community will
not be affected by this project. However, there will be some inconveniences
to boat owners and those wishing to sail during the construction period. These
inconveniences will end upon completion of the project.
K. Archeological and Paleontological Sites
There are no known archeological or paleontological sites within the project
limits. However, should dredging operations encounter significant fossils or
artifacts, construction scheduling will be altered in line with Council Policy
to allow sufficient time for investigation and recovery of finds.
L. Vegetation and Animal Life
There are no known rare or endangered species or habitats of such speciesof
animal or plant life within or adjacent to the project area. All vegetation
removed to facilitate construction will be replaced in kind under the construc-
tion contract.
M. Secondary Consequences
It has been determined that no secondary consequences will arise from the minor
primary consequences associated with this project.
N. Long -Term Impacts
This project will have no long-term, irreversible or irretrievable effects on
the commitment of resources in the City.
0. Short -Term Impacts
The only short-term impacts anticipated are those associated with most construc-
tion projects of this type. They are such items as noise and some inconvenience

to the residents adjacent to the project. These impacts are not considered to
have a significant effect on the environment.
P. Summary
The project does not appear to have a significant effect on the environment.
In fact, it would seem that the decision not to construct the project would
have a more important effect on environment, as failure of the existing mains
to function properly may affect public health and safety.
