ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the project for construction of
Hospital Road widening from Newport Boulevard (State Highway 55) to North
Newport Boulevard has been performed. The review was conducted in accor-
dance with the requirements of the California Environmental Quality Act of
1970, the State "Guidelines for Implementation of the California
Environmental Quality Act of 1970," and the City's "Policies and Procedures
for Implementing the California Environmental Quality Act."
The environmental statement has been reviewed and was approved by the
City's Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An environmental impact report has not been prepared. A Negative
Declaration has been prepared and is attached hereto.

NEGATIVE DECLARATION
BY

PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The proposed street widening will be built within
existing street right of way for Hospital Road between State Highway 55 and
North Newport Boulevard in the City of Newport Beach, County of Orange.
2. PROJECT DESCRIPTION: The existing 40-foot-wide roadway will be widened on
each side to a 70-foot-wide roadway. To accomplish this the northerly
landscaped slope along Hospital Road will be graded back; a 170-foot-long
by 5-foot-maximum-height masonry retaining wall will be built to support a
portion of the slope; and curb, gutter, sidewalk and drainage facilities
will be built to replace the existing street improvements. City forces
will replant the newly graded slope.
Along the southerly side of Hospital Road, vacant right of way will be
graded and compacted; and curb, gutter, sidewalk and drainage facilities
will be built.;

Curb access ramps will be installed in new sidewalks at the State Highway 55
and North Newport Boulevard intersections. New crosswalk striping and
traffic control markings will also be placed. Traffic detector loops and
signal poles will be relocated in the State Highway 55 intersection, and
traffic islands will be relocated or modified at both intersections.
Drainage facilities and street lighting will be relocated at the North
Newport Boulevard intersection.
3. PROJECT GOALS: The project will provide safer and more efficient traffic
flow through the intersections of State Highway 55 and North Newport
Boulevard with Hospital Road. In addition, the project will provide curb,
gutter and sidewalk improvements along the southerly side of Hospital Road,
bike lanes along both sides of Hospital Road, and significant improvements
for pedestrians and storm water drainage.
4. EFFECT ON THE ENVIRONMENT: There will be no significant long-term irrever-
sible or irretrievable effects on the environment. There will be minimal,
acceptable short-term disturbances caused by construction activity.
5. BASIS FOR NEGATIVE DECLARATION: This project is consistent with the
General Plan of the City of Newport Beach and could not have a significant
effect on the environment.

6. INITIAL STUDY: The Public Works Department of the City of Newport Beach has
prepared the Negative Declaration and its Initial Study in accordance with
Article 7, Chapter 3, Guidelines for Implementation of the California
Environmental Quality Act of 1970. Copies of the Initial Study may be
obtained from the Public Works Department during normal business hours.

A. CONFORMANCE WITH THE GENERAL PLAN
This project is in accord with the General Plan of the City of Newport
Beach; in particular, the "Conservation of Natural Resources Element" and
the "Public Safety Element."
B. ENVIRONMENTAL CHECKLIST FORM
An Environmental Checklist Form (attached) has been completed as a portion
of this study. The following statements, referenced to questions presented
on the checklist, explain all "yes" and "maybe" answers:
II.1.b.& c. Existing unimproved Hospital Road right of way between Newport
Boulevard and North Newport Boulevard, approximately 180 feet
long by 25 feet wide, will be excavated, filled, and compacted
for the construction of curb, gutter, catch basins and pavement
to join the existing pavement.
II.3.b. Construction of new curb and gutter, catch basins and connector
pipes, and pavement will reduce the absorption rate and
increase the runoff rate correspondingly over the existing
unimproved portions of the Hospital Road right of way; however,
the water erosion of soils in the right of way will also be
reduced by the catch basin and connector pipe construction.
II,14.e Construction of pavement widening and storm drain improvements
will result in the need for periodic pavement maintenance and
cleaning of debris from inlet catch basins, respectively;
however, a correspondingly lesser amount of debris and silt
will need to be cleaned from Hospital Road subsequent to
construction of the improvements.
