Negative Declaration, and the Environmental Fact Sheet for the subject improvements. The Public Works Department will supply the Committee with any additional information which may be required to make findings and recommendations in this matter. CITY OF NEWPORT BEACH PUBLIC WORKS DEPARTMENT TRAFFIC SIGNAL INTERCONNECT ON IRVINE AVENUE • 1980 ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION A preliminary environmental review of the. proposed project for Traffic Signal Interconnect on Irvine Avenue has been performed. The review was conducted in accordance..with the requirements of the California Environmental Quality Act of 1970, the State "Guidelines for Implementation of the California Environmental Quality Act of 1970," and the City's "Policies and Procedures for Implementing the California Environmental Quality Act." The environmental statement has been reviewed and was approved by the City's Environmental Affairs Committee. As a result of the preliminary review, it has been determined that: 1. The project is approved. 2. The project will not have a significant effect on the environment. 3. An environmental impact report has,not been prepared. ENVIRONMENTAL STATEMENT NEGATIVE DECLARATION BY CITY OF NEWPORT BEACH PROJECT IDENTIFICATION Traffic Signal Interconnect on Irvine Avenue 1. Location: On Irvine Avenue between Westcliff Drive and Mesa Drive in the City of Newport Beach. 2. Project Description: Traffic signal interconnect and coor- dination facilities will be installed. 3. Purpose of Project: These facilities will be installed so that a master control system can be implemented on Irvine Avenue.• This system can reduce travel time and• congestion by reducing multiple stops, and by producing organized platoons that can be handled efficiently at each.signalized intersection. 4. Discussion of Environmental Impacts: The surrounding area consists primarily of residential developments. Irvine Avenue at its intersections with major cross streets between Westcliff Drive and Mesa Drive is controlled by individual signal controllers at each intersection. A master control system for coordination of traffic signals is one of the best ways to improve the traffic control system operation. Some of the advantages of more uniform traffic flow are: a. Reduced delays and stoppage. b. More uniform speed of traffic flow. c. Identifiable "gaps" in traffic flow to allow traffic from non -signalized streets or drive- ways to enter arterials. d. Allow directional inbound or outbound prefer- rential treatment for variations in daily traffic flow patterns. e. Reduce accident rates, by 'pore uniform flow with minimum vehicle stoppage. y ^ • • ENVIRONMENTAL STATEMENT Page 2 f. Decreased air pollutants, due to reduced vehicle delays and stops. 5. Basis for Negative Declaration: The installation of traffic signal interconnect and coordination facilities will not: a. Displace any people. b. Have a negative impact on recreation lands. c. Have an effect on the pattern of behavior of wildlife species, and wildlife breeding, nesting, or feeding grounds. d. Affect the air or water pollution problems of the area. e. LOCATION On Irvine Avenue, from Westcliff Drive to Orchard Drive. 2. PROJECT DESCRIPTION The project includes replacement of five traffic signal controllers and installation of interconnect wiring. 3. PURPOSE OF PROJECTS The traffic signals along Irvine Avenue from Westcliff Drive to Orchard Drive will be interconnected to each other and the new master controller in City Hall. This will provide.cooraination of these signals and improve traffic flow. 4. DISCUSSION OF ENVIRONMENTAL IMPACTS Irvine Avenue is designated as a primary roadway on the City's Master Plan of Streets and Highways and carries approximately 35,000 vehicles per day. The interconnect will allow these signals to be coordinated and therefore reduce the delay and number of stops on Irvine Avenue. This will reduce exhaust emissions and noise produced when vehicles accelerate from a stop. 5.
