IMPROVEMENT OF THE IRVINE AVENUE-DOVER DRIVE-19th STREET
INTERSECTION
ENVIRONMENTAL REVIEW - NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project to improve
the Irvine Avenue, Dover Drive, 19th Street intersection, in the Cities
of Newport Beach and Costa Mesa, has been completed. The review was
conducted in compliance with the requirements of the California Environ-
mental Quality Act of 1970, the State "Guidelines for Implementation of
the California Environmental Quality Act of 1970", and the City's
"Policies and Procedures for Implementing the California Environmental
Quality Act".
As a result of the preliminary review it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on
the environment.
3. An Environmental Impact Report has not been prepared. •
A Negative Declaration has been prepared and is attached"•"y-

INTERSECTION
ENVIRONMENTAL IMPACT REPORT - NEGATIVE DECLARATION
CITY OF NEWPORT BEACH - PUBLIC WORKS DEPARTMENT
1. PROJECT LOCATION: The proposed project is located at the intersection of Irvine
Avenue with Dover Drive and 19th Street in the Cities of Newport Beach and Costa
Mesa. The corporate boundary divides the cities along Irvine Avenue. Development
in the area is primarily residential with the exception of a fire station - park
area in the southeasterly quadrant of the intersection.
2. PROJECT DESCRIPTION: The work consists of: reconstruction of the intersection
and widening of the 19th Street and Dover Drive legs of the intersection; recon-
struction of an inadequate storm drain system in the intersection; reconstruction
of a portion of the County Flood Control Channel (G02) to accommodate widening of
Dover Drive; and installation of a traffic signal system at the intersection. All
streets at the intersection are primary arterial highways. Storm drain reconstruc-
tion is in compliance with the City of Costa Mesa's and Orange County Flood Control
District's Master Plans of drainage. All widening is within existing street rights
of way.
3. PURPOSE OF THE PROJECT:
(a) To provide adequate capacity and safety at the intersection to meet present
and future traffic demands.
(b) To widen and realign 19th Street and Dover Drive to provide safer crossing
of Irvine Avenue.
(c) To reconstruct and upgrade an existing inadequate storm drain system at the
intersection. Major flooding of travel lanes occurs at present during storms
of lcw to median intensities:
(d) To control the intersection with a traffic signal system in order to provide
for a safer and more efficient flow of traffic at this major intersection.
4. DISCUSSION OF ENVIRONMENTAL IMPACTS:
(a) Land Resources
Construction of this project will not require the use of any land not presently
in dedicated street rights of way. A portion of the open area adjacent to the
County Flood Control Channel will be used for widening Dover Dri•vet this will
necessitate removal of five trees, hcwever they will be replaced in the new
parkway adjacent to Dover Drive. The improvements to traffic safety, potential
to flooding, and traffic capacity resulting from this project are felt to off-
set this change in use.
(b) Human Resources
There will be no effects on human resources due to this project since the work is
within existing street rights of way and no relocation of residences will be made.
5. BASIS FOR NEGATIVE DECLARATION: The proposed project has been reviewed in conjunction
with Sections 15081 and 15082 of Article 7, Chapter 3 (Guidelines for Implementation
of the California Environmental Quality Act of 1970), Title 14, Division 6 of The
California Administrative Code.
The criteria set forth in the above sections indicate that the proposed project
will not have a significant environmental impact. A copy of an informational
fact sheet is attached for reference hereto.

FACT SHEET TO DETERMINE IF PROJECT HAS SIGNIFICANT ENVIRONMENTAL EFFECT
A. CONFORMANCE WITH CITY AND COUNTY GENERAL PLANS
This project is in conformance with the City's current Master Plan of Streets
and Highways element of the General Plan. The project is also in conformance
with: The City of Costa Mesa --Master Plan of Drainage, Orange County Flood
Control District's Master Plan of Drainage, and the County's Master Plan of
Arterial Highways.
Irvine Avenue, Dover Drive, and 19th Street are classified as primary arterial
highways on the City's.and County's Master Plans. Minimum width for a primary
arterial highway is 84 feet, curb to curb. Existing street widths curb to curb
at the intersection are: Irvine Avenue 91 feet, Dover Drive 40 feet, and 19th
Street 36 feet.
B. LAND USE AND AESTHETICS
Street widening for this project will be accomplished within existing public
right-of-way. A portion of open area adjacent to the Orange County Flood Con-
trol District's G-02 Channel will be utilized for widening of Dover Drive.
C. GEOLOGIC HAZARDS
This project is in a general area of geologic concern, however no significant
geologic hazards are within the area encompassed by the improvements. Extensive
grading will not be required.
D. HUMAN RESOURCES
There will be no effects on human resources due to this project since the work
is within City right-of-way, and no relocation of residences or major alterations
to private property will be made.
E. FLOODING, EROSION, AND SILTATION
Project planning calls for construction of this project to occur during late spring
and summer, prior to the normal rainy season in this area. Construction during
those periods should preclude the possibility of flooding, erosion, and any sub-
sequent siltation of material downstream. The project specifications will require
the contractor to employ sufficient erosion control measures during construction
to further reduce the possibility of siltation.
F. GROUNDWATER
There are no known aquifers in the area of the project.
G. NOISE LEVEL
Widening of the street should not substantially alter the ambient noise levels
for the surrounding area, since the intersection modifications are not expected
to cause a major increase in traffic use, but rather to facilitate the use of
the intersection. During construction, noise levels may rise due to operations
which are necessary to construct the project; however, these operations will be

limited as to working hours to insure the minimum disturbance to neighboring
residents, and the operations will cease upon completion of the project.
H. SECONDARY CONSEQUENCES
It has been determined that no secondary consequences will arise from the, minor
primary consequences related to this project.
I. AIR RESOURCES
This project will not significantly increase or decrease the
vehicle emissions in this air quality region.
Dust control procedures will be required during construction
specifications.

J. VEGETATION AND ANIMAL LIFE
There are no known rare or endangered species or habitats of such species of
animal or plant life within or adjacent to the project area. The widening Will
necessitate the removal of five eucalyptus trees adjacent to the County Flood
Control District's G-02 Channel. A parkway area will be created adjacent to
the channel and three to four trees are to be planted in this area.
K. SHORT TERM IMPACTS
The only short term impacts anticipated are those associated with any street or
underground construction. They are specifically noise and motorist inconvenience
during construction. Traffic control provisions are made in the project specifi-
cations to provide for the smooth and continued flow of traffic thru the inter-
section. These impacts are not considered to have a significant effect on the
environment.
L. SUMMARY
This project, being essentially a reconstruction of an existing intersection,
will not have a significant effect on the environment.
