1. Location: The proposed• project is located within the City limits of
Newport Beach.
2. Project Description: The work consists of construction of approximately
15001.feet of 16-inch water main along the easterly side of Jamboree Road
from Camelback Avenue to Eastbluff Drive (North).
3. Purpose of Project: To add operational flexibility to the City's water
system by providing a secondary source of supply to Water Pressure Zone III
from the Metropolitan Water District's Orange County feeder.
4. Discussion of Environmental Impacts
a) Land Resources
The proposed, water main will be located within the existing Jamboree
Road right-of-way.
b) Geologic Hazards
There are no known geologic hazards within the project area.
c) Secondary Consequences
The project will not affect the amount of water used within the City.
The project Will -not encourage development.
5. Basis for Negative Declaration: The proposed project has been reviewed in
conjunction with Sections 15081, 15082, and 15083, Chapter 3 - Guidelines
for Implementation of the California Environmental Quality Act of 1970,
Division 6; Title 14, California Administrative Code. The project is not
in conflict with the environmental plans and goals of the community; it does
not have any aesthetic effect; it does not affect animal or plant life;'and
it does not affect the air quality, water quality, and the ambient noise
levels of the adjoining areas. Review of the criteria set forth in the
above noted Sections indicate that the proposed project will not have a
significant environmental impact. A copy of the informational fact sheet
is attached for reference.

SIGNIFICANT ENVIRONMENTAL EFFECT
A. Conformance with the City General Plan
The proposed Water main will add operational flexibility,to the City's water
system by providing a secondary source of supply to water pressure Zone III
from the Metropolitan Water District's Orange County Feeder. This project is
in conformance with the City's General Plan.
B. Land Use
This project will not require any additional right-of-way. The water main will
be located within the existing right-of-way for Jamboree Road.
The land use along the westerly side of Jamboree Road is residential. The
frontage along the easterly side is undeveloped and the present zoning is
industrial and commercial.
C. Human Resources
The project will not require the relocation of any people.
D. Geologic Hazards
Extensive grading will not be required. There are no known unique geologic
hazards within the project area.
E. Flooding, Erosion, or Siltation
The only excavation for this project will be a trench for installation of the
water main. The trench will be backfilled to the existing ground elevation.
The surplus excavated material will be removed from the job site. Therefore,
this item will not be of significance.
F. Ground Water
There are no known aquifers in the immediate vicinity of the project.
G. Noise Level
This proposed project will not affect the ambient noise levels of the adjacent
areas.
H. Air Resources
This proposed project will not affect the air quality of the surrounding areas.

I. 'Water Resources
The proposed project will not affect the water resources in the area.
J. Secondary Consequences
The proposed project will not cause an increase or decrease in the amount
of water used within the City. In addition, construction of the proposed
water main will not increase or decrease the potential for development of
the undeveloped land adjacent to the easterly side of the water main as the
connections already exist via the existing 12-inch main stubbed out across
Jamboree Road at Eastbluff Drive (North) and the existing main in Camelback
Avenue.
The proposed main will increase the reliability of water service for certain
portions of the City's Water Pressure Zones II and III and would be a factor
included in the insurance services office's analysis of the City to establish
fire insurance rates.
K. Short -Term Impacts
The only short term impacts anticipated for this project are a slight amount
of motorist inconvenience and some construction noise. These impacts are
not considered to.be significant.
L. Summary
The project does not appear to have a significant adverse effect onthe en-
vironment.
