SUBJECT: STREET AND STORM DRAIN IMPROVEMENTS AT JAMBOREE ROAD AND
SANTA BARBARA DRIVE -- E.I.R. NEGATIVE DECLARATION
Attached for the Committee's review are drafts of the
Notice of Determination and the Negative Declaration for the subject
improvements.
The Public Works Department will supply the committee with
any additional information which may be required to make findings and
recommendations in this matter.
The tentative project schedule calls for construction to
start in December 1974. Final design for the project is complete.

"ENVIRONMENTAL REVIEW='NOTICE'OF'DETERMINATION
A preliminary environmental review of the proposed project to construct
the street and storm drain improvements on the east side of Jamboree
Road from Santa Barbara Drive to 275 feet north of Santa Barbara Drive,
in the City of Newport Beach, has been completed. The review Was con-
ducted in compliance with the requirements of the California Environ-
mental Quality Act of 1970, the State "Guidelines for Implementation
of the California Environmental Quality Act of 1970", and the City's
"Policies and Procedures for Implementing the California Environmental
Quality Act".
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the
environment.
3. An Environmental Impact Report has not been prepared.
A Negative Declaration has been prepared and is attached
hereto.

1. 'Location: The proposed project is in the City of Newport Beach
approximately 0.9 miles north of Pacific Coast Highway on the east
side of Jamboree Road.
2. Project Description: The project provides for the construction of
21.5 feet of additional asphaltic concrete pavement width and P.C.C.
curb, gutter, and sidewalk along 275' of Jamboree Road. One street
light, one catch basin, and 15 ft. of 24" storm drain pipe will also
be constructed.
3. Purpose of Project: These public improvements are proposed in con-
junction with the development of the Newport Center Police Station
and adjacent private property.
4. Discussion of Environmental Impacts: Full width improvements have
been completed on northbound Jamboree Road immediately north and
south of the project.
The storm drain will join an existing 24" storm drain and eliminate
the existing dirt and asphalt ditch.
5. Basis for Negative Declaration: Construction of the proposed improve-
ments will not:
a. Displace any people
b. Have an impact on recreation lands
c. Have an effect on the pattern of behavior of wildlife
species and wildlife breeding, nesting, or feeding
grounds.
d. Have a negative effect on the air or water quality of
the area.
e. Have an effect on the water table of the area.
