SUBJECT: TRAFFIC SIGNAL INSTALLATION, JAMBOREE ROAD AT
BIRCH STREET
Attached for the Committee's review and comment are
drafts of the Notice of Determination, the E.I.S. Negative Decla-
ration, and the Environmental Fact Sheet for the subject improve-
ments.
The Public Works Department will supply the Committee
with any additional information which may be required to make
findings and recommendations in this matter.
The tentative project schedule calls for construction
to start in June, 1977.

ENVIRONMENTAL REVIEW --NOTICE OF DETERMINATION
A preliminary environmental review of the proposed project for traffic
signal installation, Jamboree Road at Birch Street, has been performed. The
review was conducted in accordance with the requirements of the California
Environmental Quality Act of 1970, the State "Guidelines for Implementation
of the California Environmental Quality Act of 1970", and the City's "Policies
and Procedures for Implementing the California Environmental Quality Act".
The environmental statement has been reviewed and was approved by the City's
Environmental Affairs Committee.
As a result of the preliminary review, it has been determined that:
1. The project is approved.
2. The project will not have a significant effect on the environment.
3. An environmental impact report has not been prepared. A Negative
Declaration has been prepared and is attached hereto.

1. Location: At.the intersection of Jamboree Road with Birch
Street in the City of Newport Beach.
2. Project Description:

4. Discussion of Environmental Impacts: With a signalized
intersection the occurrence of left turn and right angle
accidents should be reduced. The addition of adequate
safety lighting at the intersection should improve night
time visibility.
The intersection is presently controlled with stop signs
on Birch Street. Traffic signal control will provide
efficient operation of the intersection reducing some delays
and conflicts.
This should be an environmental benefit since it would
reduce the excessive exhaust emissions arid noise produced
when vehicles accelerate from a stop.
5. Basis for Negative Declaration: The installation of a
traffic signal at this location will not:
a. Displace any people.
b. Have a negative impact on recreation lands.
a. Have an effect on the pattern of behavior of wildlife
species, and wildlife breeding, nesting, or feeding
grounds.
d. Affect the air or water pollution problems of the.area.

The physical and operational characteristics of the
intersection will be improved thus offering an overall
benefit to the public without any adverse effect on the
environment.
